Description
The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic?s intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Northern Defense Industries (NDI) for the repair and support the Maritime Domain Awareness (MDA) system manufactured by NDI. The Government intends to negotiate solely with NDI under the authority of FAR 13.106-1(b). NDI, as the Original Equipment Manufacturer (OEM), possesses the unique technical expertise, proprietary knowledge, and specialized tooling necessary to diagnose and repair their existing system. The applicable NAICS code is 811210, PSC J059. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted to Omar K. Fraser-Rahim at omar.k.fraser-rahim.civ@us.navy.mil. All responses received by 20 November 2025 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
