Notice to Bidders
The City of Dardenne Prairie invites sealed bids from qualified firms for the furnishing,
installation, configuration, commissioning, training, and support of security camera systems
as described herein. The City seeks competitive pricing for both cloud-based and non-
cloud/hybrid solutions. Bids shall remain valid for ninety (90) days.
Procurement Schedule
Mandatory Pre-Bid Walkthrough for NEW bidders: June 16th, 2026 at 10 11am A Packet
with items listed on page 5 will be provided to attendees.
Questions Due: June 23, 2026
Bid Deadline & Opening: June 30th at 10am
Instructions to Bidders
Bidders shall carefully examine all requirements. Submission of a bid constitutes
acknowledgment that the bidder has reviewed all requirements and site conditions. The
City may reject any or all bids, waive informalities, and request clarifications.

Project Background
The City operates a camera system serving City Hall and adjacent facilities. The City desires
replacement and modernization of the existing system and expansion to remote park
locations.
Locations
City Hall Campus (including City Hall, City Hall Park, Pickleball Courts, Concession Stand,
Maintenance Facilities), Bluebird Park, and Barathaven Park.

Basis of Design
Verkada is the basis of design and preferred manufacturer. Approved equal solutions may
be accepted. Requests for approved equals must be submitted at least seven (7) calendar
days before bid opening.
Scope of Work
Provide all labor, materials, software, licensing, network equipment, mounting hardware,
configuration, testing, commissioning, training, documentation, and support required for a
complete operational system.
Base Bid
Replace and upgrade approximately thirty-eight (38) cameras at the City Hall campus
utilizing a cloud-based video management solution.
Alternative Bid Item No. 1
Install no more than two (2) cameras. One (1) camera at Bluebird Park and one (1) camera
at Barathaven Park utilizing a cloud-based solution. If coverage is achievable with one (1)
camera, then pricing should be reflected as such. Include all required infrastructure.
Alternative Bid Item No. 2

utilizing a non-cloud or hybrid solution.
Alternative Bid Item No. 3
Install no more than two (2) cameras. Install one (1) camera at Bluebird Park and one (1)
camera at Barathaven Park utilizing a non-cloud or hybrid solution. If coverage is
achievable with one (1) camera, then pricing should be reflected as such. Include all
required infrastructure.
Technical Specifications
Cloud solutions shall provide encryption in transit and at rest, MFA, minimum 30-day
retention, mobile and browser access, AI-search capability, role-based access, audit logging,
firmware support, and configurable retention schedules.
Non-cloud solutions shall provide encryption in transit and at rest, MFA, minimum 30-day
retention, mobile and browser access, role-based access, audit logging, firmware support,
and configurable retention schedules.
Networking and Infrastructure

Remote park installations shall include all required trenching, cabling, conduit, poles,
electrical service, surge protection, switches, wireless equipment, and accessories unless
otherwise directed by the City.
Training and Documentation
Provide administrator training, user training, system documentation, warranty information,
escalation procedures, and as-built documentation.
Service and Support
Vendor shall acknowledge support requests within four (4) hours during normal business
hours. Vendor shall provide escalation procedures and support coverage details.
Cybersecurity and Incident Response Requirements
All vendors shall provide documented incident response and breach notification
procedures. Cloud-based vendors shall describe breach notification timelines, security
monitoring, encryption methods, hosting locations, third-party providers, and available
cybersecurity certifications or audits.
End-of-Life Equipment Certification
Bidders shall certify that no end-of-life, end-of-support, or manufacturer-discontinued
components are proposed during the initial contract term. Any component approaching
end-of-life shall be disclosed along with a replacement strategy.
Warranty Requirements
Equipment shall be covered by manufacturer warranty and vendor support for the duration
of the selected contract term.
Existing Equipment Removal
Include removal and proper disposal of existing camera equipment and associated
components unless otherwise directed by the City.
Pricing Requirements
Separate pricing shall be provided for capital equipment, installation/configuration,
licensing/subscriptions, warranty/support, networking/connectivity, optional services, and
financing options if available.
Financing
Financing information may be submitted if available but is not required for responsiveness.
Bid Evaluation and Award

The City reserves the right to award the Base Bid only, any combination of Alternative Bid
Items, Alternative Bid Items in lieu of the Base Bid, or reject any and all bids. Clarifications
may be requested. Best and final offers will not be requested.
Insurance Requirements
Successful bidder shall maintain commercially reasonable insurance coverage including
general liability, workers compensation, and automobile liability coverage.
Performance Bond
A Performance Bond equal to one hundred percent (100%) of the contract value shall be
required for contracts with a value of $100,000 or greater.
E-Verify and Non-Collusion
Bidder shall certify compliance with E-Verify requirements and certify that the bid has been
submitted without collusion.
Required Submittals
Technical proposal, equipment schedule, implementation schedule, references, support
plan, warranty information, pricing schedules, and completed bid forms.
