INTRODUCTION
The City of Decatur is issuing a Request for Proposal (RFP) for the development of
vacant land that is currently owned by the City to be designated for multi-family housing.

seeking to contribute to the city’s housing growth and meet increasing demand for
quality multi-family living options.

THE VISION
The City of Decatur has a population of approximately 70,900 and is situated in Macon
County which has an estimated population of 101,737. We have been experiencing an
increase in young professionals and families moving to Decatur due to the rewarding
careers available at our expanding local factories and businesses.
According to a recent study, commissioned by the Economic Development Corporation
of Decatur-Macon County and prepared by Danter & Associates, LLC, it was
recommended that building 650 new apartment units with varying price points.
Here are just a few of the growing businesses in Decatur
Tillamook County Creamery Association which is the fastest growing family size ice
cream brand in the United States, recently opened a facility in Decatur. The Decatur
facility is the first owned and operated facility outside of Oregon.
The new Decatur facility represents a significant investment in Tillamook growth
strategy and expansion plans as demand for Tillamook products continues to rise
across the country. Since 2021, 4.4 million new consumers have
purchased Tillamook family size ice cream, including more than one million new
consumers purchasing in 2024 alone– driving Tillamook family size ice cream dollar
sales growth by over 13% in a single year. More than half of those new consumers are
from the Eastern United States.

TCCI Manufacturing recently opened a Clean Energy Innovation Hub. The new state-
of-the-art hub is a $45 million project which strengthens the North American supply
chain by onshoring critical electric vehicle (EV) component manufacturing, providing
training and cutting-edge research opportunities. As part of the project, TCCI invested
more than $20 million to revamp their Decatur facility, creating 50 new jobs in the
process. TCCI is the first recipient of the state’s groundbreaking Reimagining Energy
and Vehicles in Illinois (REV Illinois) incentive program.
In partnership with Richland Community College, TCCI is launching the Clean Energy
Workforce Academy to expand educational opportunities and workforce opportunities in
the EV and clean energy sectors. The scalable program aligns statewide higher
education resources to upskill and reskill Illinois’ workforce through a co-developed
curriculum focused on computer science, engineering, and advanced technology.
The Illinois EPA is also announcing a $650,000 matching grant to support the expansion
of TCCI’s Climatic Center for Innovation & Research (CCIR), which was developed in
partnership with Richland Community College. Set to open in 2026, the CCIR will serve
as one of the nation’s most advanced facilities for testing and validating natural
refrigerant technologies and sustainable thermal management systems.
Primient, has a long history in Decatur, dating back to the founding of the A.E. Staley
Manufacturing Company in 1906. They are a leader in plant-based food and industrial
ingredient production. In 2024 they announced $400 million in capital investments in
the Decatur site.
Caterpillar has been in Decatur for 70 years and employs over 2000 workers at the
Decatur facility where they produce large wheel loaders, mining trucks, motor graders
and more.
Archer Daniels Midland is a global leader in nutrition and has made significant
investments in the last couple of years totaling $300 million. Decatur, Illinois is home to
the North American headquarters for ADM and they employ more than 4000 people in
the Decatur area.
PROPERTY AND NEIGHBORHOOD DESCRIPTION
The area has been designated as a priority for rehabilitation through increased
demolition of dilapidated structures and the expansion of grant programs to help
homeowners repair and improve their properties.
