Seven Oaks Activation Pad

The City of Winter Park, Florida (the “City”) is pleased to issue this Invitation to Negotiate (ITN) to identify interested parties and explore conceptual business ideas for the activation of a designated pad within Seven Oaks Park. The City seeks respondents to partner in developing a village-scale, mixed-use building or buildings (“Project”) within the area outlined in Attachment D. The Project will serve as a focal point for activating the park and enhancing its role as a community destination.

The Building (s) that will activate the park will constitute the “Project ” .

T he City’s transformation of this City-owned land and proposed redevelopment will dramatically transform and increase the asset value of this strategic Winter Park gateway as a new cornerstone property for the City and Orange Avenue Overlay . A key aspect of the City’s evaluatio n for a potential partner will include its response to the following aspects :

• The respondents design and proposed uses of the Building(s), that will facilitate activities and will create a shared synergy within the park.

• The respondent’s understanding and approach to incorporate the City’s Land Development Code requirements;

• The financial value of the ground lease that the respondent will pay the City for the rights to construct and operate the Building(s);

• The respondent’s demonstration of its ability to construct and operate the Building(s) under a ground lease.
