Crystal River State Park – Boat Barn

DEP BID NO. BDC47-24/25

TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION.

NOTICE

It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Laurinda Micheels, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid.

The following statements supersede & supplement the corresponding items in the specifications & drawings:

1. Question: May you confirm please that there will be no mandatory pre-bid meeting for this solicitation.

Answer: There is no mandatory pre-bid meeting for this solicitation.

2. Question: Shall the contractor provide Gopher Tortoise survey and permit cost included in its bid?

Answer: No, the contractor is not expected to provide the Gopher Tortoise Survey and permit cost. Please see the note on Sheet C101.

3. Question: If Gopher Tortoise Management is the responsibility of the contractor, how many capture and collection events should we allow?

Answer: Gopher Tortoise Management is not the financial responsibility of the contractor. Please see the note on Sheet C101 of the construction drawings.

4. Question: Please confirm that no bid bond will be required if the contract price is less than $100k.

Answer: Per the Instructions to Bidders, a Bid Bond is required for Bids exceeding $100,000. Thus, a Bid Bond is not required if it is less than $100,000. Please see Section C-2 for additional information.

5. Question: Please confirm that no payment and performance bonds will be required if the contract price is less than $100k.

Answer: Please see Section C-2 of the Instructions to Bidders. A Performance Bond and Labor and Materials Payment Bond are not required for Bids less than $100,000.

6. Question: Please list each permit that the contractor will have to provide.

Answer: The contractor is responsible for determining the necessary permits in the jurisdiction.

7. Question: Please confirm that the contractor will provide signed and sealed drawings for the structure and foundation slab.

Answer: The engineering consultant has provided signed and sealed drawings for the proposed concrete slab and grading plan, and these are included in the Bid Documents. Further, signed and sealed drawings for generic plans of a carport structure are included in the Bid Documents. The selected contractor may utilize these generic plans, or an approved equal.

8. Question: Please confirm that the building will have no utilities such as electricity, water, etc..

Answer: The proposed building shall not have utilities.

9. Question: Please confirm that Builders Risk does not have to include coverage for flood.

Answer: The contractor is not required to include flood insurance.

10. Question: What is the estimated month for the NTP?

Answer: The NTP, Notice to Proceed, will be issued once a contractor is awarded, the necessary documents are collected, and the construction contract is fully executed. Thus, an estimated month is unknown at this time.

11. Question: Please confirm the Department will issue preliminary NTP to order structure. Material lead time may be too long for allowed contract construction time.

Answer: The Department does not issue preliminary Notices to Proceed.

12. Question: The project specification lists the location to obtain permits as Citrus County. However, the project plans show the project in Levy County. Please provide the address for the park and the project.

Answer: The project is in Citrus County. The cover page of the original construction drawings indicated the wrong location and has been updated. Please see the updated document at: https://publicfiles.dep.state.fl.us/DRP/BDC/BDC%20Public%20Files%20FY24-25/BDC47-24-25%20Crystal_River_-_Boat_Barn/.

13. Question: With regards to the Drawing Sheet C102 and the Topographic Surveys, the coordinates are in conflict with one another. Please confirm.

Also asked: With regards to Addendum two (2), question 3, "Sheet C102 provides the location of the proposed building corners ". The coordinates does not agree with the measurement of 30' as shown. Please verify.

Answer: On the original plan set, the survey coordinates are in State Plane coordinate system. The coordinates provided in the Civil Plans were in the Universal Transverse coordinate system (UTM). The construction drawings, and thus the Civil Plans, have been updated to reflect the same coordinate system as the survey which is State Plane. In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
