Mission and Installation Contracting Command (MICC), Theater Support Center (TSC), hereby issues Amendment 0003 against Solicitation W51EW7-25-R-A003 for Mission Support Services (MSS) at White Sands Missile Range (WSMR) in support of Army Test and Evaluation Command (ATEC).

The purpose of Amendment 0003 is to revise the listing categories of Amendments 0001 and 0002 from "Special Notice" to "Solicitation" as reflected in the Solicitation Module of Procurement Integrated Enterprise Environment (PIEE).

Offerors shall acknowledge this Amendment within their proposal in Block 14 herein.

As a result of this Amendment, the solicitation closing date and time remains unchanged at 16 July 2025, 2:00 pm CT.

All other terms and conditions of Solicitation W51EW7-25-R-A003 remain unchanged and in full force and effect.

Mission and Installation Contracting Command (MICC), Theater Support Center (TSC), hereby issues Amendment 0002 against Solicitation W51EW7-25-R-A003 for Mission Support Services (MSS) at White Sands Missile Range (WSMR) in support of Army Test and Evaluation Command (ATEC).

The purpose of Amendment 0002 is as follows:

1. Revise Attachment 0001 - WSMR MSS Performance Work Statement 30JUN2025; specifically at paragraphs 1.10; Key Personnel, 1.10(b) Deputy Program Manager (DPM), 4.5.1 Vehicle Fuel, 5.3.1 Aerial Cable Range (ACR), and Technical Exhibit D Performance Requirements Summary (PRS #5 and PRS #21)

2. Revise Attachment 0002 - WSMR MSS Price Matrix 30JUN2025; Update the following labor categories from Exempt to Non-Exempt: Motor Vehicle Dispatcher A (PMO Tab); Specialist, Facility (CDL) Lead (Detail buildup Tab); Specialist, Machinist (CDL) (Detail buildup Tab).

3. Revise Attachment 0003 - Labor Category Descriptions 26JUN2025

4. Revise Attachment 0007 - WSMR MSS DIDs 16JUN2025; Remove DID DI-MGMT-81991, Add DID DI-FNCL-80331A

5. Revise Attachment 0009 - Section L.3.8, Table 1, Cover Letter, Instructions

6. Revise Technical Exhibit A - Security Requirements, specifically at paragraphs 1.1.14, 1.1.21, and 1.1.22

7. Revise Technical Exhibit B - Safety Requirements, specifically at paragraph 1

8. Revise Technical Exhibit C - CDRLs 16JUN2025; specifically updating CDRL A005, A009, and A021

9. Incorporate Attachment 0012 - WSMR MSS QA - A0002

Offerors shall acknowledge this Amendment within their proposal in Block 14 herein.

As a result of this Amendment, the suspense for submission of solicitation questions has passed with no further questions being entertained. The solicitation closing date and time remains unchanged at 16 July 2025, 2:00 pm CT.

All other terms and conditions of Solicitation W51EW7-25-R-A003 remain unchanged and in full force and effect.
