Energy Efficiency & Weatherization Services

The City of Cambridge (“City”) is soliciting Statements of Qualifications (“SOQs”) from qualified contractors, energy professionals, and firms.  The purpose of this Request for Qualifications (“RFQ”) is to establish a pool of pre-qualified contractors capable of providing residential energy efficiency, weatherization, electrification, and related energy improvement services to eligible residential units within the City of Cambridge, as authorized under the MEA Residential Energy Equity Program.

After the initial RFQ to establish a qualified contractor pool, the RFQ may reopen throughout the grant-funded activity period to allow for the ongoing enrollment and qualification of additional contractors. The period of performance begins July 1, 2026, and ends June 30, 2028, or when all funding has been expended, whichever occurs first.

Technical Capacity
Contractors must demonstrate the ability to:
•        Perform whole home energy audits;
•        Perform residential energy efficiency improvements;

•        Complete work in compliance with applicable building codes;
•        Coordinate inspections and permits;
•        Maintain project schedules;
•        Provide accurate documentation and invoicing.

Compliance History
Contractors must:
•        Be in good standing with the State of Maryland;
•        Not be debarred or suspended from public contracting;
•        Have no outstanding tax liabilities;
•        Have no unresolved licensing violations.
