Sealed Proposals will be received by the Town Clerk of the Town of Somerset at Town Hall, 8700 Haight Road, Barker, New York 14012, up to 11 AM. E.S.T., or E.D.S.T., whichever prevails at the time, on April 1, 2025, for the Project described below at the location indicated. All bids will be publicly opened and read aloud.

Description: HARTLAND ROAD OVER FISH CREEK, BRIDGE REPLACEMENT

The work consists of replacing the existing bridge, minor stream channelization and slope protection as well as restoration of pavement and turf surfaces.

This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on January 1, 2025, as posted on the New York State Department of Transportation’s website must be followed by the successful bidder.

The DBE goal for this project is: 5%

NOTE: Bidders must submit their DBE Participation Commitments on Company Letterhead with the bid.

The EEO Employment goals for this project are:

7.7 % Minority Employment Goal

6.9% Women Employment Goal

The work shall be substantially completed by September 2, 2025, with final completion for all work under this contract by November 28, 2025

Applicable Federal requirements take precedence over State and Local requirements unless State and Local requirements are deemed to be more stringent.

Bidders will be charged a non-refundable fee, made payable to Avalon, to receive project documents and be placed on the plan holder list. No questions or inquiries regarding this bid will be accepted within three (3) business days prior to the bid opening.

The Town of Somerset will not be responsible for full or partial set of Contract Documents, including any Addenda obtained from any other source.

Addenda will be emailed from Avalon Document Services to Bidders listed on the official Plan Holders List. Bidders must acknowledge receipt of all Addenda by securely stapling in place all addenda within the front or back covers of the proposal book. All Addenda so issued shall become part of the Contract Documents.

All bids must include the completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, and Lobbying Certifications. This is a unit price bid as described in the Instructions to Bidders. No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof.

The Town of Somerset reserves the right to reject any and all bids and to waive any informalities therein.

The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968, and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful bidders will be required to pay prevailing wage rates on this contract.
