Description

Notice of Intent to award a sole source requirement to COX ARIZONA TELECOM LLC (1550 W Deer Valley RD Phoenix, Arizona 85027-2121) for provision of cable television and internet services. The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), Tucson Sector Headquarters (TCA HQ) and USBP Tucson Sector Intelligence (SIU) has a requirement for Media Television cable, one Static Internet Protocol (IP) Address for multiple locations, additional IP addresses and Commercial Internet service as outlined in the attached Statement of Work (SOW). Prior attempts to accomplish on-going cable service through alternative sourcing resulted in Cox Arizona Telecom, LLC consistently being identified as the only available and capable source to provide cable service. No other alternative service provider can satisfy TCA HQ and TCA SIU's requirement because alternative providers either do not provide the services required entirely, do not provide sufficient priority data, or do not provide internet service at an adequate speed for mission critical operation.

This proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i). This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement by Friday, January 31, 2025 at 5:00 pm Arizona Time. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Any vendors who believe they can provide the proof of ability to meet the requirements should email their company's capabilities information to the attention of Contracting Officer Benjamin Dorgan by Friday, January 31, 2025 at 5:00 pm Arizona Time. Email submissions must be sent to the following address: benjamin.j.dorgan@cbp.dhs.gov. No phone calls or fax submittals. Information submitted should fully support the company's capability to meet the cable television and internet requirements as outlined within the SOW.
