SYNOPSIS (Sole Source)
NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot intends to
issue a sole source, Hybrid, Firm-Fixed-Price (FFP) and Time-and-Materials (T&M)
requirements service contract to perform maintenance, repair and software support for
the Testek Hydraulic Pump, Motor and Reservoir Test Station Model 720020 to Testek
LLC (dba Testek Solutions), 28320 Lakeview Drive, Wixom, MI 48393-3157, CAGE
06659, UEI KJWFZGACBL59. The period of performance of this contract will include
one (1) base year and two (2) option years. The Government does not possess the
technical data package (TDP). The TDP is proprietary to the original manufacturer,
Testek LLC (dba Testek Solutions). This will be Freight On Board (FOB) destination to
Letterkenny Army Depot. The 2022 North American Industrial Classification System
(NAICS) code is 541330 – Engineering Services, Exception 1 – Military and Aerospace
Equipment and Military Weapons, the size standard is $47 million, and the Product
Service Code (PSC) is H210 – Equipment and Materials Testing - Weapons. The
proposed contract action is for supplies or services for which the Government intends to
solicit and negotiate with only one source under the authority of the Simplified
Acquisition Procedures at 41 U.S.C. 1901, as implemented by Federal Acquisition
Regulation Subpart 13.5. Solicitation number W911N225R0006 will be released on or
about 14 February 2025 with a closing date on or about 28 February 2025. The
annotated closing date for the solicitation is an estimated date and may be adjusted
dependent upon the release of the solicitation. The solicitation will not close prior to the
annotated closing date. A copy of the solicitation can be downloaded from
https://www.sam.gov on or about 14 February 2025. All interested sources may submit
a proposal which shall be considered by this agency. It is noted that offerors must be
registered in the System for Award Management (SAM) Database to receive a
Government contract award. Offerors may register for SAM at: https://www.sam.gov.
