INVITATION FOR SEALED BIDS & Request for Proposal
Blue Mountain Christian University
Project Title: Admin Building HVAC Upgrade 2nd and 3rd floors
Notice is hereby given that sealed bids will be received by the Blue Mountain Christian
University (BMCU), at 201 W. Main Blue Mountain, MS 38610, until 12:00PM on
January 23rd, 2026 for design/build HVAC proposals under State of Mississippi
Mechanical Prime Contract to include but not limited to the follow scope of work:
HVAC Upgrades provide and install mini split units for classrooms, offices, and hallways on 2nd
and 3rd floors of the admin building located at 201 W. Main Blue Mountain, MS.
Install f variable refrigerant flow (VRF) heat recovery systems.
All indoor fan coil units will be cassette type ceiling-mounted.
Each room will have ceiling cassette for cooling comfort and individual room control.
Provide and install all necessary electrical connections for indoor fan coil units (208V,
single-phase, 60Hz) and outdoor condensing units (208V, three-phase, 60Hz).
Provide and install condensate drainage for each indoor fan coil unit.
Provide and install an acoustical drop ceiling in the hallways. Ceiling will consist of 2' x
2' tiles with a 15/16" grid system and conceal all wiring and connections.
Additional Work:
Provide and install new condensate piping from each unit run to nearest drain
Provide and install new Electrical distribution for each new mini split unit
Panel to be mounted on roof and run to each unit
Provide Roof cut and patch for new penetrations required for refrigerant line sets and
electrical
Provide Professional Mechanical Engineering services including design drawings
Provide Professional Electrical Engineering services including design drawings
Provide Structural Engineering services if required
Provide necessary labor, miscellaneous material, permits, lifts, and startup to complete
installation
All work to be performed during normal business hours, Monday through Friday
Provide concrete pads for all outdoor condensing units.
All classrooms will have independent, wired thermostats for individual temperature
control.
Integrated remote control system for heating/cooling efficiency and cost control
Quotes to include all start-ups and testing
Provide a parts labor warranty on the entire system.
This project is funded in whole or in part with federal funds and is subject to all applicable federal,
state, and local procurement regulations.

Federal Requirements:
This project is subject to the following federal requirements:
2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and
Audit Requirements for Federal Awards
Davis-Bacon Act: Contractors must pay prevailing wages as determined by the U.S.
Department of Labor.
Contract Provisions: All contracts must include the applicable provisions from
Appendix II to 2 CFR Part 200.
Debarment and Suspension: Bidders must not be listed on the federal debarment list
(www.sam.gov).
Minority and Women-Owned Business Enterprises (M/WBE): Affirmative steps
taken to ensure participation per 2 CFR § 200.321.
Bid Requirements:
The Blue Mountain Christian University reserves the right to reject any or all bids for
sound, documented reasons and to waive informalities.
Work must be completed by June 30, 2026.
