The Texas Lottery intends to enter into a proprietaryTrademark License and Promotional Support Agreement with Houston NFL Holdings,L.P. a Texas limited partnership that owns and/or has the rights to license thetrademarks of the Houston Texans football club, for advertising and value-addedmarketing and promotional support (including prize fulfillment and the rights toplace Texas Lottery advertisements in and to use NRG Stadium) to marketand promote Texas Lottery games, including but not limited to a Houston Texansscratch game(s).

This solicitation is being advertised in accordance withthe State Lottery Act (Tex. Gov't Code Ann. §§ 466.001 et seq.), as amended;the Texas Lottery's administrative rules (16 Tex. Admin. Code §§ 401.101 etseq.); and other applicable laws of the State of Texas. If a competing vendorbelieves it can satisfy these specifications, it should respond with itsproduct and explain how the specifications will be adequately met.
