Padre Dam Municipal Water District (Padre Dam or District) is requesting proposals from qualified professional engineering firms to prepare bid documents for the Ray Stoyer Water Reclamation Facility Demolition (Project). This Project is part of the District’s Capital Improvement Program for Fiscal Years 2023 - 2027 that sufficiently funds the demolition of the existing facility which is to be replaced by the new wastewater treatment and water purification plant as part of the East County Advanced Water Purification Program currently under construction. The existing plant was taken out of service in October of 2025. 1.0 INTRODUCTION
Padre Dam Municipal Water District (Padre Dam or District) is requesting proposals from qualified
professional engineering firms to prepare bid documents for the Ray Stoyer Water Reclamation Facility
Demolition (Project). This Project is part of the District's Capital Improvement Program for Fiscal Years
2023 - 2027 that sufficiently funds the demolition of the existing facility which is to be replaced by the
new wastewater treatment and water purification plant as part of the East County Advanced Water
Purification Program currently under construction. The existing plant was taken out of service in October
of 2025. Subsequently, cleaning, waste removal, and scrapping of above ground chemical storage tanks
has been completed including the odor scrubber system.

2.0 PROJECT OVERVIEW
The Ray Stoyer Water Recycling Facility Project has a Board Approved CIP Budget of $5.7M including
soft and construction costs. The Project will demolish portions of the existing facility to remove
potentially hazardous site conditions and prepare for future redevelopment. Site improvements to
be demolished include concrete structures used for wastewater treatment processes, storage,
offices, mechanical equipment, and other industrial uses. Other improvements to be
demolished include onsite hardscape improvements such as walkways, parking areas,
roadways, underground utility services, and planted areas. There is no immediate planned use
of the property other than some existing structures that are to remain in service during and after
demolition. If budget allows, portions of the site should be left in a state suitable for
redevelopment such as supporting improvements that could include landscape and hardscape
areas, small buildings, parking areas, storage areas, etc. Potentially contaminated and/or
hazardous materials are to be properly disposed of and existing utility services not in use shall be
properly abandoned. The final deliverables must be submitted to the District by November 9, 2026.
The selected firm should be prepared to begin work immediately upon issuance of Notice to Proceed.
The major items of work identified include:
Identify existing improvements to be demolished, partially or completely.
Identify any materials onsite that would require specialized handling or disposal.
Design the site so that no portion of the demolished structures are within 1' of the final finished
surface.
Design final grading of the site to provide positive drainage and a stabilized finished surface to
prevent erosion and provide sediment control.
Design the burial, removal, and/or export of site rubble.
Design the capping, abandonment, and/or removal of existing utility services.
Design a plan to maintain access to portions of the site during construction.

Provide an as-built plan after the demolition of the site facilities to document the limits of any
buried structures, abandoned utilities, and buried rubble limits.
EXISTING SITE CONDITIONS
As previously mentioned, the District previously removed and scrapped existing storage facilities
associated with chemical storage in preparation for demolition. In addition, the main office and
laboratory building onsite has been assessed to identify potentially hazardous materials onsite including
asbestos and lead paint. Also present onsite is a large stockpile of soils used during the construction of
the ECAWP facility that may be used in the design to achieve final grades. Interested firms are encouraged
to review the background information and utilize this information while developing proposals for this
project. Firms shall develop an appropriate work plan for design services and will prepare construction
documents the District can advertise for bids from qualified contractors.
3.0 SCOPE OF WORK
The District intends to retain a qualified and committed professional engineering firm to be part of the
design team. The successful engineering firm shall demonstrate the availability of qualified personnel to
perform engineering services as required.
For all work products, the engineering firm shall perform all work necessary to define the project and
produce all necessary documents required to obtain approval of the design from the District. The detailed
design of the facilities will include the preparation of schedules, plans, specifications, special provisions,
forms and drawings, and an engineer's construction cost estimate including administrative/overhead soft
costs.
Listed below is a general description of the scope of services/tasks that are anticipated to comprise this
project. The detailed elements of the individual scope tasks and the associated level of effort for each
task will be developed by the District in concert with the selected engineering firm prior to entering into
a formal agreement for the project. Proposing firms are encouraged to expand upon this outline and
recommend additional value-based services as a part of the approach while also being cognizant of costs.
Task 1 - Meetings and Project Management
Project Administration, Budget Tracking, and Schedule Tracking
Project Quality Assurance/Quality Control Program (further defined in Section 3.1)
Progress Meetings and Reporting (further defined in Section 3.2)
Design Review Workshops
Task 2 - Understanding of Work
Conduct necessary pre-design assessments including site survey
Review as-builts, applicable soils data, hazardous materials reports, etc.
Coordinate access needs with the East County Advanced Water Purification JPA representatives to

Task 3 - Detailed Design, Drawings, and Specifications
Complete detailed construction drawings and specifications to facilitate bidding of the project. Detailed
design drawings and specifications shall be submitted to the District for review and comment at the draft
60% design, draft 90% design, draft final (100%), and final design submittals.

Design final surface materials to address erosion
Prepare as-built plans
Task 3.2 - Opinion of probable construction cost prepared and submitted at the draft 60% design,
draft 90% design and draft final (100%) submittals.
Task 3.3 - Project Schedule
Design schedule shall be updated to accurately reflect current project status.
Construction schedule shall include post construction activities.
Task 4 - Bidding Assistance
Prepare for and conduct a pre-bid meeting for prospective bidders/consultants available to answer
questions.
Review and prepare written responses addressing technical questions submitted by the prospective
bidders during the bid phase for inclusion in bid addenda.
Please note the task list above may not represent the complete scope of the project. The District will
begin negotiation with the top firm on actual scope and fee.
3.1 Quality Control/Quality Assurance
All submittals (plans, calculations, report, and associated documents) shall adhere to a District approved
quality assurance/quality control (QA/QC) program. The selected consultant shall identify major reviews
and procedures that are specific for this project. A successful QA/QC program is one in which the
consultant does not use the District as "plan checkers" for the work.
3.2 Project Progress Meetings and Reporting
Project progress meetings and reporting will include meetings between District staff and the consultant.
Meetings shall be held as often as deemed necessary and at a minimum the consultant shall report bi-
weekly on work accomplished in the previous bi-week and the status of the project progress, project
schedule, project budget, and any modifications to the base construction cost estimate. Project
Development Team (PDT) meetings with other project stakeholders will be held as needed. Minutes of
all meetings will also be prepared by the Consultant and furnished to attendees and concerned parties
within five working days of the meeting.

3.3 Standards
The project must adhere to the District, City of Santee and SDG&E design standards, if applicable,
regulations, policies and procedures for all work at the time of project advertisement. All work must be
performed, and work products prepared in such fashion to be approved by the appropriate agency.
Additionally, the project must adhere to the following:
1. Design shall comply with the latest applicable requirements for abatement of hazardous materials.
2. Electronic digital drawings / design files shall be delivered in AutoCad format (2020 version).
3. All electronic text document deliverables shall be in the Microsoft Office platform (Word, Excel,
PowerPoint, Project, Visio, etc.) version 2016 or newer.
4. All Geographical Information System (GIS) files shall be delivered in ArcView Shapefile format (.shp).
5. All horizontal data (X, Y coordinates) shall be delivered using the California State Plane Coordinate
System (NAD 83, Zone VI, feet).
6. All vertical data (Z coordinates) shall be delivered using the North American Vertical Datum of 1988
(NAVD 88, feet) and shall be based on Record of Survey #11252 and 13702.
7. Specifications shall be in Construction Specification Institute (CSI) format and in conformance with
District's Standard Specifications.
8. All reports shall be provided in indexed Adobe PDF format.
4.0 PROPOSAL REQUIREMENTS
The proposal should be concise, well organized, and demonstrate the responders' qualifications and
experience applicable to the Ray Stoyer Water Reclamation Facility Demolition. Responders will be
evaluated based on the information submitted in accordance with Section 6. The proposal shall not exceed
a total of the equivalent of 10 single-sided, 8.5" x 11" pages (excluding appendices and transmittal letter),
and shall include the following:
1. Transmittal Letter
The proposal shall be transmitted with a cover letter describing the firm's interest and commitment
to the proposed project. The letter shall include the name, title, address, and telephone number of
the individual to whom correspondence and other contacts should be directed during the consultant
selection process. The person authorized by the firm/team to negotiate a contract with the District
shall sign the cover letter.

4. Project Organization and Key Project Personnel
a. Describe project organization, including identification and responsibilities of key personnel.
b. Provide an organization chart.
c. Indicate roles of prime and all sub-consultants.
d. Provide detailed discussion of the experience of the Project Manager and other key project team
members.
e. Provide resumes of the Project Manager and other key project team members. Resumes shall
include relevant experience, proposed role, education, and licenses. The resume for each
individual shall not exceed two pages in length and can be included in an appendix. For the
Project Manager, provide at least three references (names and current phone numbers) from
recent work (previous five years) similar in size and scope to this project. Include a brief
description of each project associated with the reference, and the role and responsibility of the
Project Manager.
f. Describe proposed line-of-communication between the District, prime team members, and sub-
consultants. Address approach to team integration to ensure timely responses to District's
requests.
g. Replacement of key team members will not be permitted without prior consultation with and
approval by the District.
h. All work shall be performed under the supervision of an engineer licensed in the State of
California, who has substantial experience with projects of similar size and scope.

5. Quality Assurance and Quality Control (QA/QC) program
a. Provide discussion of the consultant's overall QA/QC program.
b. Provide discussion of how the QA/QC program manages subconsultants' efforts to ensure
technical accuracy and successful completion of the project.
6. Schedule
The Ray Stoyer Water Reclamation Facility Demolition is a priority project for the District's Capital
Improvement Program. As such, it is imperative that the design of this Project is completed and ready
to bid by November 25, 2026. Proposing consultants shall demonstrate they are capable of delivering
the final bid documents to the District by this deadline. The proposing consultants shall provide a
description of the critical path items and summarize an approach that demonstrates successful
completion in an expeditious fashion.
Firms that do not have the resources required to meet this deadline should consider if submitting
a proposal for this project is in their best interest.
7. Rate Schedule
The District requires that all billing for work done by the end of the billing period be submitted to the
District on a monthly basis. Each billing shall be submitted with a status report describing progress
made during the billing period on each task along with percent complete for each task. Final billing
will be approved for payment only after a completed status report has been approved by the District.
a. Minimum Time Rate - List minimum time charged against service rendered.
b. Overtime Pay - List procedures used for applying overtime rate. Indicate your normal hours of
work and overtime rate.
c. Holiday - List those holidays that your personnel do not conduct normal work hours.
d. Travel Time - Provide a schedule of travel rates if different from the man-hour rates provided
elsewhere in the proposal. Provide data regarding mileage rate in regard to travel time. Give the
estimated travel time from your office to District's Administration Office at Fanita Parkway.
e. Rate Schedule - Include the rate schedule of professional staff and services. Service costs are to
be provided on a per hourly basis. Rates included in the proposal shall be used throughout the
period of the contract.
8. Fee Proposal
Consultant shall submit a comprehensive fee schedule for the project in a separate e-mail from the
submittal of proposals. Electronically submit the fee proposal to Padre Dam's Administrative Support
Group at: adminsupportgroup@padre.org. Note the Administrative Support Group is not part of the
evaluation panel. Fee proposals will not be provided to the evaluation panel until all proposals are
reviewed and evaluated. Fees shall be developed on a time and material, not to exceed basis. Final
fee shall be negotiated after the detailed scope of work is finalized with the selected firm. Submit a
fee schedule that indicates the number of staff-hours and total fee proposed per task for each
classification of employee and subconsultant.
9. Design Drawings

11. Electronic Submission of Proposals
Proposals shall be submitted electronically by forwarding to Padre Dam's Administrative Support
Group at adminsupportgroup@padre.org. Electronic proposals are due no later than the time and
date specified on the cover page. Please provide proposals in a PDF format organized with bookmarks.
The District does not accept zipped (compressed) files and the maximum file size that can be
transmitted by email is 20 MB. Consultants shall submit their proposal ahead of the deadline and
confirm receipt of their proposal.

5.0 CONSULTANT SELECTION PROCESS
5.1 Overview
The District will establish an evaluation committee to review and score proposals and identify a preferred
Consultant. The evaluation committee will include representatives from the District and other persons
selected by the District. The District reserves the right to modify evaluation committee membership at
any time.
At various times during the deliberations, the District may request additional information or clarification
from the Consultant or may request the Consultant to verify or certify certain aspects of its proposal. The
scope, length, and topics to be addressed in any such clarification response shall be prescribed by, and
subject to, the District's sole discretion.
Proposals shall be evaluated based on the evaluation criteria in this RFP. Evaluations of Proposals are
subject to the sole discretion of the District and its designees, with assistance from such professional and
other advisors as the District may additionally designate. Any other pertinent information available during
the evaluation and interview may be considered in the selection process.
The final selection will be based on the proposal as well as the interview, if required. The Consultant
awarded the contract will be chosen based on the apparent greatest benefit to the District. Contract
negotiations will begin immediately after the interview process with the District's highest rated
Consultant. If the District cannot reach an agreement with the most qualified Consultant with the best
approach, the District may enter contract negotiations with the next highest rated Consultant. The order
will follow in the committee rated sequence until an agreement is reached, or a determination is made to
reject all Proposals. As a result of this RFP process, the preferred Consultant will be established and
recommended to the Padre Dam Board of Directors. The District will make the final determination of the
Consultant selected, as it deems appropriate, in its sole discretion, and in the best interests of the services
provided.

Each Consultant will be notified in writing whether or not it has been selected as the preferred Consultant.
5.2 Interviews
Interviews may be conducted at the option of the evaluation committee. If no interviews are
conducted, then the scores from the written Proposals shall be utilized to determine the top ranked
consultant to be selected for Contract discussions.
If interviews are conducted, the evaluation committee may in its sole discretion conduct interviews
with the two or three top ranked consultants based on the score from the written Proposals.
If interviews are conducted, then scores from the interview will be added to the final written proposal
score and utilized to select the top ranked consultant for Contract discussions.
A proposal with all the requested information does not guarantee the proposing consultant to be a
candidate for an interview. If the evaluation committee determines in its discretion that interviews are
needed, the Evaluation Committee will schedule the interviews with the selected consultants. The
Consultant's interview team must include the project team members expected to complete a majority of
work on the Project, but no more than three members total. Consultants are expected to introduce and
involve the professionals assigned to the Project and make them available for questions by the Evaluation
Committee. Specific instructions and criteria will be sent to those consultants invited to the interview.
5.3 Responsiveness
Each proposal will be reviewed for its: (a) responsiveness to the requirements in this RFP, (b) conformance
to the RFP instructions, and (c) non-conformities and irregularities. Those Proposals not responsive to this
RFP may be excluded from further consideration and the Consultant will be notified. The District may also
exclude from consideration any Consultant whose proposal contains a material misrepresentation,
notwithstanding the preceding. The District's Evaluation Committee may, in its sole discretion, waive any
minor irregularity or nonresponse in the Proposal and request clarification or additional information, as
applicable, to remedy that irregularity or failure, as appropriate. In addition, the Evaluation Committee
may, in its sole discretion, reject all Proposals.
5.4 Evaluation of Consultants and Evaluation Criteria
Once the top consultant has been determined, District staff will start contract negotiations with
consultant. If contract negotiations are not successful, the second ranked consultant may be asked to
negotiate a contract with the District, etc.
In the evaluation and scoring of Consultants, the District will consider the information submitted with
respect to the evaluation criteria set forth below to evaluate specific aspects of a Consultant's Proposal.
The result of the evaluation will be a comparative scoring of Consultants.

be further evaluated based on the criteria listed below, which corresponds to the information
requested in various sections of the proposal.
