REQUEST FOR PROPOSALS
MASONRY RESTORATION

The Summit County Facilities Maintenance Department is seeking proposals from qualified professionals for masonry restoration .The best proposal will be selected based on qualifications, relevant experience, schedule, and cost. The full Request for Proposals may be found at www.co.summit.co.us/Bids.aspx . Submit questions regarding the proposals to wayne.byrne@summitcountyco.gov . The pre-bid meeting for this project is posted on the Summit County website.

Said proposals will be accepted by Electronic Submission (preferred) to wayne.byrne@summitcountyco.gov and kim.weiers@summitcountyco.gov or by hardcopy proposals until 2:00 PM MST/MDT, March 25, 2026. Proposals received after 2:00 PM MST/MDT, will not be accepted.

At said time and place, all proposals that have been duly received will be publicly opened and read aloud. The Contract will be awarded to the lowest responsible bidder who best meets the requirements of Summit County and the public interest.

The Summit County Board of County Commissioners reserves the right to reject any or all proposals, to waive irregularities or informalities, and to conduct such investigations or negotiations as it deems necessary to select the most responsible and responsive proposal.

PRE-BID MEETING All interested firms are encouraged to attend the pre-bid meeting on March 11,
2026, at 10:00 AM MST/MDT. The meeting will be held in the Mount Royal conference room at the
Summit County Commons, located at 37 Peak One Drive, Frisco, Colorado 80443.
PROPOSALS for Summit County Government will be received no later than March 25, 2026, by 2:00
PM MST/MDT in the Facilities Maintenance Department. Proposals are to be emailed to both
wayne.byrne@summitcountyco.gov and kim.weiers@summitcountyco.gov
Bid opening will be held March 26, 2026, at 10:00 AM MST/MDT in the at the Summit County
Commons, Facilities Department Conference Room located at 37 Peak One Drive, #238, Frisco,

Summit County Government (“County”) is soliciting bids from qualified contractors to provide services for the
following
Specifications

OLD COURTHOUSE FRONT ENTRY BRICK REPAIR
DESCRIPTION OF WORK
General
Summit County Government is planning to repair the front entry brick masonry system at the Historic Old County
Courthouse. Owners have determined that the current masonry system is failing and requires extensive maintenance to
preserve this historic building entry system. Items, materials, and equipment pertaining to this project shall include the
following:

Location of Work
This project is located at the following physical address: Old Courthouse, 208 East Lincoln Ave., Breckenridge CO 80424
Scope Details
A. The selected Contractor shall furnish historical best practice, methods, and means to meet industry standards
to provide labor, equipment and all other incidentals necessary to remove and replace the existing masonry
systems on the Historic Old County Courthouse front entry. The selected contractor shall take great care in
the disassembling and preservation of the existing masonry system to ensure the historical nature of the
building. The selected contractor will waterproof and refurbish systems as described in the related document
information below, to restore front entry to its original integrity and design.
B. Demolition
This is a historic building, and the intention is to reutilize existing masonry glazed brick and sandstone capstones
when reassembly occurs. Great care needs to be taken when system is disassembled. Summit County is in
possession of a limited number of glazed brick stock. No sandstone capstone replacements exist.
1. Remove 6 sandstone capstones, approximately 26’ Linear Foot associated with entry, clean existing mortar
and set aside for reuse
2. Remove approximately 145 square feet of masonry structure, toothing brick where required for wall
continuation done at reconstruction. Clean all bricks and set aside for reuse
3. Remove all waste material inside current system void and dispose offsite.

C. Wall Reconstruction Details
Great care shall be taken to recreate the existing historic front entry to the Summit County Old Courthouse. All
deviations to materials mentioned or not mentioned below must be presented with submittals of alternate products or
systems to be used.
1. For all applications, mortar shall consist of Type N, Sika 1 waterproofing admixture and clean mason’s
sand. A mortar joint sample mockup with proposed color matches to be submitted prior to reconstruction of
wall
2. 4” CMU to be used to create a structure for the void of the stone veneer to be replaced, brick tie veneer to
CMU structure as required
3. The use of a 40mil EDPM flexible sill flashing to be used below bed joint and turned up CMU 12on
entire structure
4. A weep system comprising of rain screen drainage plane placed in bed joint per manufacturers
recommended intervals and installation. Wall void to be raked out to avoid water damming of weep system
5. A stainless-steel parapet vented drip edge topped with a waterproof membrane to be paced under capstones
for final course.
6. Final product to be cleaned with a 50/50 mix of 5% vinegar and warm water and soft bristle brushes,
combined with low pressure water. Rinse final cleaning with clean water to remove debris and any
remaining acids from brick and sandstone capstone surfaces. NO WIRE BRUSHES WILL BE USED FOR
CLEANING
7. Constructed and cleaned brick to be sealed with Super Seal-M heavy duty sealer. For this product or any
others submitted for use, a test sample is to be applied to spare brick and approved before final applications
D. Scheduling
1. This project to be completed in the summer of 2026
2. Upon awarded contract, the Contractor and Facilities Department will jointly develop a project schedule
and agree upon that schedule prior to commencement of any work.
3. Any changes to schedule or deadlines will be approved by the Contractor and Facilities Department in
writing.
4. Work can be completed during business hours, after hours, or on weekends, May-September
E. Submittals
1. Alternate masonry mixes and waterproofing agents to be used for the project.
2. Shop drawings of stainless-steel parapet drip edge flashing for the top course of brick under the capstones
3. Alternate sill flashing to be used
4. Alternate weep system
F. Contractor Responsibilities
1. Contractor is responsible for all applicable permits and all associated inspection and or re-inspections as
required by AHJ’s.
2. The selected Contractor is responsible to field verify all supplied measurements, quantity’s, any additional
measurements, or suggested overage to complete bid.
3. Scheduling material deliveries, equipment, and personnel is the contractor’s responsibility.
4. Contractor is responsible for all, or any lost material during this project. Including material losses from
weather conditions, traffic delays, broken or failure of application equipment, and staffing issues.
5. Contractor responsible for keeping jobsite clean daily.
6. To secure construction areas during and at the end of each day
7. Contractor responsible for protecting all infrastructure during project to include but not limited to fire
existing concrete, adjoining masonry systems, entry ways and brick and stone removed to complete the
project
8. Contractor is responsible for the post project cleanup of all areas associated with the project.

G. Furnished Items
1. Facilities Department will provide a representative for assistance coordinating project with building
operations
2. Facilities will assist with staging areas, as needed for the project’s completion.
**Contractor to warrant the Project will be constructed in a good and workmanlike manner and free from
defects in material and workmanship for a minimum period of one year following the date of Substantial
Completion.
**If applicable, a 10% retainage will be held till all final inspections are complete and all required
documentation is received by Owner.

***** If required, Contractor will work with the Summit County Sheriff’s Office and shall use the Criminal
Justice Information Systems (CJIS) Vendor Management Program to aid in the completion and ongoing
review of Contractor’s employees’ background checks. https://www.colorado.gov/pacific/cbi/cjis-vendor-
management-program-vendor-instructions. Contractor is responsible for all costs associated with
fingerprint background checks.
Scope of Services
Contractor shall furnish all labor, transportation, and incidentals necessary to perform the OLD COURTHOUSE
FRONT ENTRY BRICK REPAIR
service.
Work shall be completed as set forth in a contract for this project to be negotiated with the County \ based upon the
contractor’s written proposal.
Date and time of service
Service will be performed on an ongoing daily basis beginning in June 2026. Service will be performed on a regular
daily schedule.to be agreed upon prior to contract. Potential schedule should be included in contractor's written
proposal.
Indemnification and Insurance
Contractor shall indemnify and hold harmless the County from and against all claims, damages, losses, and expenses
arising out of or resulting from acts or omissions of the Contractor, Contractor’s sub-contractors or otherwise arising
out of the performance of services by Contractor. No later than seven (7) days following the execution of an
Independent Contractor Agreement between the County and Contractor, the Contractor shall provide the County with
certificates of insurance evidencing the types and amounts of insurance specified below:
a. Worker’s Compensation and Employer’s Liability:
i. Worker’s Compensation must be maintained with the statutory limits.
ii. Employer’s liability is required for minimum limits of:
$1,000,000 Each Accident
$500,000 Disease Policy
$1,000,000 Disease Each Employee
b. Commercial General Liability:
