1. PURPOSE OF THIS RFP / PROJECT DESCRIPTION
The City San of Bruno (“City”), through the Public Works Department, is requesting
proposals to provide scheduled well rehabilitation, preventative mechanical
maintenance, and emergency repairs to the City’s water wells, pump stations, and
related facilities. The Contractor must be able to respond to emergency repairs
within 24 hours and within 48 hours for non-emergency repairs. Primary work
includes, but is not limited to, all labor and equipment to repair, replace, adjust, and
maintain pumps, motors, and related mechanical systems; inspect, repair, and
replace media filters; pull and inspect wire cable/power supply; video inspection;
testing; and emergency response.
2. GENERAL INFORMATION
The City is located on the San Francisco Peninsula in San Mateo County,
approximately 12 miles south of San Francisco and immediately adjacent to the San
Francisco International Airport. The City has a total area of 5.8 square miles and a
population of approximately 43,000 residents. The City organization is comprised of
approximately 240 full-time employees and 130 part-time/seasonal employees.
This Request for Proposal (RFP) is issued to provide the selection process for the
assessment of the City’s fleet operations. Other required elements are described in
full in Scope of Services of the RFP.
3. SCOPE OF SERVICES
The City will require the selected Contractor to perform services as specified
in the full Scope of Services located in Attachment 1.
4. INTRODUCTION, PROJECT TERMS, AND TIMELINE
A. Contract Term
It is the intent of the City to award an Agreement with a one (1) year base term with
four (4) one-year options, for a total of five (5) terms.
B. Contract Cost Estimate
Estimated yearly project costs are expected in the range of $80,000 - $200,000.
C. Required Contractor’s License(s)
A California Class C 57 (Well Drilling), or a related contractor license, is required.
Contractor must also be licensed pursuant to state law and registered to do
business in the City of San Bruno. Joint ventures must secure a joint venture
license prior to award of this Contract.

D. San Bruno Business License
The successful proposer must either possess a current, valid San Bruno business
license or must have submitted a San Bruno business license application and fee
at the time of award.
E. Certificate of Insurance
The successful proposer must provide and submit a Certificate of Insurance. Refer
to the Insurance requirements provided in the General Services Agreement
template located in Attachment 4.
F. Construction Performance Bond
The successful proposer must provide and submit a Construction Performance
Bond. See form template located in Attachment 4A.
G. Maintenance and Warranty Bond
The successful proposer must provide and submit a Maintenance and Warranty
Bond. See form template located in Attachment 4B.
H. No Pre-Proposal Site Visit
There will be no site visit provided or required prior to the Proposal due date.
I. Rate Price Adjustments
In submitting proposals, each proposer shall set forth the amount they will accept
for the first term in payment for services in accordance with the contract.
Rates may be reviewed annually by the successful proposer and the City; and rate
increases may be requested in writing with detailed justification. Nevertheless,
maximum increase in labor and/or equipment costs in any calendar year shall be
five percent (5%) or the most recent proceeding increase in the Consumer Price
Index (CPI) for the West Coast published by the United States Department of
Labor, Bureau of Labor Statistics, whichever is less. Exceptions related to
equipment costs shall be justified in letter format to the City with supportive data
and analysis.
J. Prevailing Wage
This work is subject to prevailing wage. The Contractor shall comply with all
California State laws relating to employment and wages. The hourly wages to be
paid laborers, workers, or mechanics shall not be less than the prevailing rates for
an hour’s work in the same trade or occupation in San Mateo County.
K. Subcontractors
The Contractor must provide the City with the name and business location of each
subcontractor who will perform work, labor, or render service in or about the
construction of the work, and each subcontractor who, under subcontract will
specially fabricate and install a portion of the work or improvement according to
detailed drawings contained in the plans and specifications, for such work to be
performed under the project documents to which the attached bid is responsive,
and the portion of the work which will be done by each subcontractor and for each
subcontract in excess of one-half of one percent (0.5%) of the undersigned's Total

Bid Price. The Contractor shall not, without the consent of the City of San Bruno,
sublet or subcontract in excess of fifty percent (50%) of assigned project work.
The Contractor shall remain fully liable and responsible for the work to be done by
any subcontractor(s) and shall assure compliance with all requirements of the
contract.
L. Guarantee and Warranty of Work
Unless provided otherwise, the Contractor shall guarantee all work covered
under this contract against defects resulting from the use of substandard
materials, equipment or workmanship one year from the date of final acceptance
by the City.
M. Compensation and Payments
The selected Contractor will be required to sign the attached City Standard
General Services Agreement located in Attachment 4. There will be no
negotiation on the language of the attached standard agreement. Compensation
for services shall be on a time and expenses not-to-exceed basis, in accordance
with the approved billing rate schedule. Contractor shall submit monthly billings.
The City shall make periodic payments within thirty (30) days of receiving and
approving an invoice in proportion to the satisfactory completion of the Contractor’s
work.
5. SELECTION PROCESS
The RFP process will establish a ranking based on how each proposal meets the
qualifications of the Scope of Services and the requirements of the RFP. The
proposal shall conform to the Proposal Requirements (Attachment 2). It is important
that all listed items be included in the proposal. Proposals, which do not comply with
all the requirements per or the proposal deadline, will not be considered. The City
reserves the right to reject any or all proposals without qualifications, and to negotiate
specific requirements and costs using the selected proposal as a basis.
The selected contractor shall be required to enter into the City’s standard General
Services Agreement (Attachment 4) and include a signed copy of the Standard
Agreement Acknowledgement (Attachment 5), and complete the litigation and
Criminal Investigation Form (Attachment 6) in the Proposal. All Contractors that
respond to the RFP shall assume that the execution of this agreement, without
changes, will be a required condition.
At the conclusion of the evaluation and interview (or if a best-qualified firm is selected
without the need for an oral presentation), the City will enter into contract negotiations
with the top-ranking firm. If negotiations with the top-ranking firm are unsuccessful,
negotiations will terminate, and the City will undertake negotiations with the second-
rank firm. City staff will make recommendations to the City Council, which reserve the
right to reject any or all proposals. The selection process will be completed when a
contract is executed.

The City will not be liable for any costs incurred by the consulting firms’ incidentals to
the preparation of proposals or for developing and carrying out interview
presentations, if needed.
Submission of a proposal indicates acceptance by the firm of the conditions contained
in this RFP and Sealed Fee Proposal unless clearly and specifically noted in the
proposal submitted and confirmed in the contract between the City of San Bruno and
the firm selected.
Furthermore, the City reserves the right to reject any or all proposals, and to waive any
and all irregularities to choose the firm which, in the City’s opinion, best serves the
City’s interests.
6. SELECTION CRITERIA
Proposals will be evaluated based on the following criteria:

1. Quality and completeness of Proposal.

Evaluation of approach and methodology, according to the portions of
the Scope of Work responded to by the Proposer. Logic and
completeness of detailed Scope of Work, including project schedule.
2. Proposed Work Plan and Approach.
30%
Demonstrated understanding of, and commitment to, the proposed
Scope of Work and project needs. Demonstrated experience and
knowledge related to the Project and have provided services for similar
project in size and complexity. Demonstrated ability to deliver
requested services with additional creativity, resourcefulness, and
efficiency to improve project outcomes.
3. Qualifications and experience of staff.
20%
Capability and qualifications to provide the Scope of Work,
demonstrated by the proposal and, if applicable, subsequent
interviews. Considerations will be given to key individual members'
experience. Availability of key staff at reasonable duration.
5. Required Contractor License(s).

Demonstrated possession of a California Class C 57 (Well Drilling), or
related contractor license. Contractor must also be licensed pursuant
to state law.
4. Completion of similar projects and references.
20%
Demonstrated successful completion of related projects with similar
scope and complexity and positive references.
