Additional Information (Special/Unique clauses and narratives):
1. The Technical Data will be made available upon valid request via SAM.Gov.
2. Preservation / packaging in accordance with mil-std-2073-1 & mil-std-1186.
3. A First Article Test (FAT) is required
4. A FAT Waiver can be requested through the official solicitation posting on SAM.gov
5. The following FAR / DFARs clauses are included in the solicitation:
a. DFARS 252.225-7025: Restriction on Acquisition of Forgings
b. DFARS 252.225-7030: Carbon, Alloy, and Armor Plate Steel
c. 252.225-7048: Export-Controlled Items
d. DLA WRN ONLY- CS6334: Technical Data Packaged Information
e. FAR 52.211-2: Assist
f. DLA WRN ONLY- CS7004: Configuration Control - Engineering Changes
6. LEVEL A packing shall be accomplished using wood-cleated panelboard shipping boxes, conforming to ASTM-D 6251, TYPE III, CLASS 2 or nailed wood boxes conforming to ASTM-D 6880, CLASS 2.
7. LEVEL B packing shall be accomplished using either fiberboard boxes, weather-resistant class, conforming to ASTM D5118 OR TRIPLEWALL, corrugated fiberboard boxes, CLASS CGWR, conforming to ASTM D5168 or pallet base containers, TYPE III, conforming to MIL-B- 43666. Closure, sealing, and reinforcement shall be in accordance with specific, applicable methods of ASTM D1974, or as referenced in the container specification.
8. When the total quantity to be shipped to the same destination exceeds 125 pounds,
9. Exterior packs without skids shall be palletized in accordance with MIL-STD-147.

You must be certified under the United States/Canada Joint Certification Program (JCP) (https://www.dla.mil/Logistics-Operations/Services/JCP/) to be granted access to the technical data (TDP) for this solicitation, via Contract Opportunities (www.sam.gov). To register, or to re-register, please select the DD Form 2345 link from the Joint Certification Program (JCP) Home page (https://www.dla.mil/Logistics-Operations/Services/JCP/) and follow the instructions for completion, noting the required documentation to submit with the form. Mail the Form 2345, along with the required documentation to to the address is provided on form; it CANNOT be faxed or emailed. The process should take no more than one week for you to be certified or denied for approval under the JCP. If you encounter problems, please contact JCP at 1-877-352-2255 or via email at JCP-ADMIN@DLA.MIL or dlacontactcenter@dla.mil. Your firm must request access to the TDP in Contract Opportunities (www.sam.gov) in addition to submitting the above form in order to be granted access to the TDP. Once these requirements have successfully been completed, you will be granted access to the TDP. If you do not have access to Contract Opportunities, recommend you register as soon as possible
REVERSE AUCTION (NOT REQUIRED)
The solicitation contains provision 52.215-9023, Reverse Auction, which allows for the use of a reverse auction as a pricing technique. After the solicitation closes, the contracting officer will determine if a reverse auction will be held. If a reverse auction is held, contractors must be registered in the reverse auction system in order to participate in the auction. Additionally, the contractor representative participating in the auction must have taken the on-line reverse auction training prior to the auction. Registration, on-line training, and other information regarding the reverse auction can be found at https://dla.procurexinc.com. Any questions related to the reverse auction system or process can be directed to the Contract Specialist.
