Multiple Award Task Order Construction Contracts (MATOC) at Tobyhanna Army Depot

The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for Minor Construction at Tobyhanna Army Depot (TYAD), Tobyhanna Pa. 18466.

This procurement is being synopsized as a 100% Small Business Set aside. The Northern American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction and the Small Business Size Standard is $45,000,000. Offerors are required to be registered in SAM.gov and identify as a small business concern under NAICS 236220 to be eligible for award.

PROJECT DESCRIPTION:

The objectives of this requirement are to provide all services, materials, equipment, supplies, and all labor necessary for performing maintenance, alterations, repair, and/or minor construction work at TYAD. The general categories of work required include but are not limited to the following: Perform emergency construction repair services within short notices. Perform a variety of renovations and construction projects, including maintenance and repair in all divisions of the Construction Specifications Institute manual. Perform asbestos and/or lead paint abatement and encapsulation, including incidental industrial hygienist and laboratory analysis services. Perform incidental design-build engineering services for minor construction projects. Provide site investigation, survey, construction drawings, final as-built drawings, as-built drawings, and shop drawings in support of orders.

In accordance with DFARS 236.204, the magnitude of construction for this project is between $25,000,000 and $100,000,000.

The solicitation will be issued by ACC-APG Tobyhanna Division on or around 30 September 2025. All documents will be in Adobe PDF file format and downloadable from the Sam.gov website. Only registered contractors will be notified by email when amendments to the solicitation are issued. A free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. PRESOLCITATION SITE VISIT-INDUSTRY DAY: A Presolicitaiton Site Visit/Industry Day will be held at Tobyhanna Army Depot, 11 Hap Arnold Blvd, Tobyhanna Pa. 18466. The site visit will be held on Thursday, 11 SEP 2025 at 9:00AM EST. Contractors will be presented information about the upcoming requirement, then be taken on a brief walking tour, and will have the opportunity for questions to be answered. Interested contractors are required to make a reservation by emailing the name, company, and e-mail address for each of the attendees to Justin Marino at justin.m.marino2.civ@army.mil no later than (NLT) 9 SEP 25 at 2:00PM EST. Each interested contractor is limited to a maximum of three (3) individuals. Attendees are encouraged to arrive at least 15-30 minutes early in order to check in. Visitors will be required to present a valid Government issued REAL ID or passport in order to gain access to the base. The starting location for the site visit is Building 20 (Security) at Tobyhanna Army Depot. Attendees may use the following address as a destination for purposes of navigation/traveling directions: 11 Hap Arnold Blvd, Tobyhanna, PA 18466. Prior to proceeding through security at this gate, attendees will be required to check in at the Visitor Control Center Building 606 (building on the right when facing the gate), where they will present the required identification and vehicle information and in order to obtain a temporary visitor pass. Attendees will then go through security at the gate and proceed straight along Hap Arnold Blvd, which leads to the main parking lot. At the end of this lot is the starting location for this site visit, Building 20 (Security). All Government personnel and attendees will then walk to Building 2 Bay 1 for a briefing, walking tour, and a question and answer session. See attached agenda for more information.
