DLA Aviation Richmond intends to issue for solicitation to be 100% small business set aside to procure a Hand Clean Stripping 5-Tank System, with contract completion required in 240 days ARO.
Complete technical data package VIBB 25-30-1080, including training, technical data (manuals, drawings), IUID Tag, Removal of Existing Equipment, Shipping, and Installation.
Request for Quote SPE4A8-25-Q-0083 is anticipated to be issued August 4, 2025 and close September 3, 2025.
FOB will be at Destination/Inspection at Origin/Acceptance at Destination. The solicitation will be 100% Total Small Business Set-Aside. Site Visit information will be included in the solicitation. Delivery shall be to Fleet Readiness Center East (FRCE) at Marine Corps Air Station (MCASE) Cherry Point, North Carolina
Award will result in a Firm, Fixed Price Contract.
THIS IS A PRE-SOLICITATION NOTICE ONLY. Solicitation number SPE4A8-25-Q-0083 will be issued as a Request for Proposal (RFP). This solicitation and award will be made under FAR 13.5 procedures. The award shall be based on lowest price technically acceptable (LPTA) evaluation criteria. The proposed performance period is 240 calendar days after receipt of order.

All responsible sources may submit a quotation sufficient to determine capability which may be considered by the Agency. Quotes must be submitted no later than the closing date and time as listed. All respondents shall be registered in the System for Award Management (SAM) website (https://www.sam.gov/portal/SAM/), and have a valid DUNS number, Cage Code, and Tax Identification Number. All quotes received after the closing date listed may be considered “late” and may not be considered for award.
