NOTICE TO OFFERORS
1210204 Wastewater Treatment Plant Repairs at Cooper Lake State Park - South Sulphur Unit, Hopkins County, Texas
Proposals for the above project will only be accepted from Contractors when submitted to the Texas Parks and Wildlife Department using the online Bid Portal hosted by Trimble. Proposals will be accepted by the Contracting Branch, Infrastructure Division until 2:00 PM CST, March 6, 2025.
Pre-Proposal Conference
The Texas Parks and Wildlife Department will host a pre-proposal conference at 10:30 AM CST, Wednesday, January 29, 2025.
VIRTUAL OPTIONAL PRE-PROPOSAL CONFERENCE
Although the pre-proposal conference is not mandatory, Offerors are strongly encouraged to attend as important information regarding proposal submittal requirements and an overview of the Project will be discussed. Failure to give proper consideration to conditions when preparing the proposal will not constitute grounds for additional compensation.
Conference will be conducted using Microsoft® Teams. Registration is required to attend the pre-proposal conference using the following link. Following registration, you will receive a confirmation email with a link to join the event.

For additional information regarding this conference, you may contact the Contract Manager in Section 1.05.
A visit to the project site is not mandatory, however, Owner strongly encourages potential Offerors to view the project site and offers no guarantee that the project site will be accessible to potential Offerors at any time other than the time specified in this solicitation.
The scheduled Site Visit will be on Thursday, January 30, 2025, at 10:30 AM CST. The Site Visit will be coordinated by Mitchell Gibson, TPWD Construction Project Manager.
Cooper Lake State Park – South Sulphur Unit is located at 1690 FM 3505, Sulphur Springs, Hopkins County, Texas.
All questions related to this project should be directed to Mindi Johnson, Contract Manager, through the Trimble Bid Portal Q&A board no later than February 6, 2025. The Q&A board can be accessed using the above Trimble Bid Portal link.
General Scope of Work:
Project scope includes all labor, equipment, tools, materials, and incidentals necessary, but not limited to the following:
The project generally includes the following:
• Bar screen drainage plate replacement;
• Three (3) lagoon liner replacements;
• Six (6) surface aerator replacements;
• New lagoon isolation valves;
• Clarifier by-pass valve replacement;
• Clarifier mechanism replacement;
• Sludge pump and piping replacement;
• Two (2) filter liners and media replacement;
• Chemical mixer replacement;
• Effluent metering instrument replacement;
• New MCC, controls, and conduit for replaced equipment;
• Lighting replacement and fan installation
• Site grading;
• Partial fence repairs;
• Erosion Control
The project will improve operations and maintenance of the WWTP by providing new equipment that met its lifespan.
The construction cost estimate for this project is $2,500,000.00 - $3,000,000.00.
Project Schedule:
Contract time is of the essence and all Work shall be substantially completed within the performance period of five hundred forty (540) calendar days from written effective date of Notice to Proceed.
Offeror must provide a bid security as set forth by the Uniform General Conditions, Article 5.1.2. The bid security shall be in the form of a bond accompanied by valid power of attorney, drawn to Texas Parks and Wildlife Department for not less than five percent (5%) of the total amount of the proposal, including the total of all separate priced items and multiple base pricing items and/or alternate price items and/or optional pricing and/or allowances. To ensure adequate bid security, offerors should calculate bid security based on the highest possible monetary award. Offeror shall upload a .pdf file of the bid security documents to the bid portal. No other forms of bid security will be accepted. Proposals will be rejected if the appropriate bid security is not furnished in the form specified above and by the time set for receipt of proposals.

A virtual public proposal opening of responses will be conducted by the Texas Parks and Wildlife Department via Microsoft Teams. Interested attendees must register in advance for this meeting. Link can be found in RFP Documents to register for the bid opening. After registering, participants will receive a confirmation email containing information about joining the meeting.
