The Texas Department of Agriculture (TDA or Department), an agency of the State of Texas, issues this REQUEST FOR QUALIFICATIONS (RFQ) to solicit responses from qualified Respondents for a qualified accounting firm to conduct comprehensive performance reviews of governmental entities and 501(c)(3) non-profit organizations that receive funding through TDA’s Texans Feeding Texans: Home Delivered Meals (HDM) Grant Program. The primary function of these services is to deter and reduce misuse of funds. Contractor will facilitate risk assessments and monitor grant recipients to ensure state grant funds are expended appropriately, as described in this Section II and in this solicitation. TDA’s objective is to obtain a qualified accounting firms services that represent the best value for TDA and the State of Texas, according to the terms and conditions of this solicitation.
