Description
NOTICE OF INTENT – Atlantic Council

This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 6.302-1 other than full and open competition.

The Department of Energy (DOE), Office of Headquarters Procurement Service, intends to award a sole source contract to Atlantic Council of the United States to provide support for the planning and organization of the 2025 Partnership for Transatlantic Energy Cooperation (P-TEC) Ministerial and Business Forum. The Atlantic Council is a not-for-profit organization (NGO) founded in 1961, which is focused on expanding and enhancing relations between the United States and the Transatlantic community. The DOE Office of International Affairs (IA) would specifically wish to contract with the Atlantic Councils’ Global Energy Center. The Global Energy Center (GEC) promotes energy security by working alongside government, industry, civil society, and public stakeholders to devise pragmatic solutions to the geopolitical and economic challenges of the changing global energy landscape. The GEC has quickly developed into an important resource for governments, industry, and civil society to understand and navigate the complexities of European energy security. They have demonstrated a successful track record of convening leading energy leaders to develop policy frameworks for consensus by multiple governments to promote cross border energy infrastructure.

In accordance with Competition in Contracting Act, 41 U.S.C. 3304, as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy the agency’s requirements. The Government intends to award a sole source purchase order The Atlantic Council of the United States, Inc., 1030 15th ST NW, Washington, D.C. 20005.

This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information, which shall be considered by the requesting agency, within fifteen (15) calendar days of publication of this notice.
