25-10 / Project 16606 / BE Payne WTP Plan Standby Generator Improvements Project

Project Description: Louisville Water Company is requesting Bids for the furnishing of all labor, materials, tools, equipment and incidentals and performing all work required to construct complete in place and ready to operate the B.E. Payne WTP Plan Standby Generator Improvements Project.
A pre-bid meeting to discuss the Project and to tour the work site will be held on March 17, 2025 at 2:00 p.m. EST/EDT at the B.E. Payne WTP, 7400 River Road, Prospect, KY 40059. Attendees shall meet at the entrance gate. Attendance at this meeting is strongly encouraged, but not mandatory. An optional second site visit will occur on March 26, 2025 at 1:00 p.m. at the same location.
Questions or inquiries relating to this project must be submitted in writing via email at least twelve (12) calendar days prior to the bid opening date. All questions and inquiries must be sent to the Buyer, Renee Fromme, email at rfromme@louisvillewater.com.
The Company’s Project Manager's estimate for the Contract plus Company supplied materials for this Project is $5,000,000- $10,000,000. If the Company’s Project Manager's estimate for the Contract plus Company supplied materials exceeds $250,000: a Bid Bond is required. For this Contract, a Bid Bond is required.
Bids will only be accepted from Bidders who have been pre-qualified by the Company in the pre-qualification category or categories that apply to this Bid. This Bid requires prequalification in the Heavy Construction – Plant Work Category with a prequalification limit equal to or greater than $3,000,000.00. Contractors/Subcontractors performing specialty items of work such as electrical work must be prequalified in the Electrical Category. Award of the Contract will be based on base bid pricing and is at the Company’s sole discretion. Alternate bid(s) may or may not be awarded. The Company will award the Contract to the Bidder presenting a Bid that is responsive to the Specifications, is in substantial compliance with the Contract requirements, and presents the lowest and best price for performing the Work making up the base bid. The Company may accept the Bid that the Company determines is in the Company's best interest, which may not necessarily be the least expensive Bid.
Company Small Business Equity (SBE) Program Preference and Local Preference Program applies to this bid and resultant bid award. SBE Program Preference shall apply first.
