1.On the grille lights and side lights, do these need to be both flashing with steady burn override in takedown and alley positions of the controller?
No Override Needed
2.No siren/controller is specified on this equipment list. Does BLM desire a siren controller that has interface with the vehicle OBD II to allow for features such as park kill, and other inputs directly from the vehicle for control?
# 9 on the Statement of Work specifies "9. Remote Mount Control Head for Lights/Siren/PA
Yes - Desire a siren controller that has interface with the vehicle OSB II to allow for features such as park kill, etc.
3.We are not a dealer for ballistic door panels; however, we can install them. Would the BLM be able to furnish the Angel Armor panels? If not, may we request a 10-day extension to the due date? I will be able to quote them but will need to seek pricing from the manufacturer for the parts.
The correct Statement of Work does not specify/request door panels.
(I have attached the last statement of work sent to make sure we are all working off the same one)
4.Lead time will be 90 to 160 days from vehicle approval and parts payment?
Lead time is understandable. Would like to keep it closure to 90 days.
It is typical for a 6-8 week lead time for emergency equipment once ordered.
5.Parts will be billed once the order is approved.- Parts and labor must be quoted prior to contract award.

Includes the purchase and installation of items in accordance with the attached specification sheet and clauses.
Basic Contracting Requirements:

Technical-
Distance and time to deliver, travel for inspections, and to retrieve our vehicle from your facility
Technical Capability- please provide a response data sheet/estimate showing how your products and installation services meet specifications
Past experience- please provide a short description or list of your experience with outfitting emergency response vehicles
Past Performance-
Government shall utilize information obtained from the Past Performance Information Retrieval System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS) when evaluating the offeror's past performance. If sufficient past performance information is not available, vendor may be asked to provide contact information for past performance references. The government may, at it's discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis.

3. You may put your prices on the SF-18 form itself.
4. Include enough description/information in order to determine technical acceptability.
5. Your response must address the items under "8. Award Basis" in order to be considered responsive.
