Description:

The Dallas County Conservation Board (DCCB) is soliciting quotes from qualified contractors to construct an accessible ramp to the existing observation deck at Voas Nature Area. The project generally includes selective demolition, concrete foundations and landing, pressure-treated wood framing and decking, handrails and guardrails, connection to the existing deck, minor repairs required for the tie-in, and project cleanup.

The contractor shall provide all labor, supervision, materials, equipment, tools, transportation, safety controls, and incidentals necessary to complete the work in accordance with the attached construction plans prepared by MA Architecture and KPFF, this RFQ, and any written addenda.

The contractor shall protect existing trees, signs, structures, paths, and the gravel driveway; maintain a safe and orderly work area; and remove construction debris and excess materials upon completion.

Contractors are responsible for reviewing the construction plans and existing site conditions, including
access, dimensions, existing deck conditions, and staging restrictions, before submitting a quote.

DCCB-Performed Work
DCCB plans to complete vegetation removal, construction of the proposed parking area, and rough
grading to the greatest extent reasonably possible. The contractor shall coordinate with DCCB and
include minor touch-up grading, excavation, and backfill immediately associated with the foundations,
landing, ramp, and deck tie-in. Significant grading or sitework outside the immediate construction area
requires prior written approval from DCCB.
Site Access and Staging
Fall field programming and normal park operations shall continue during construction. All contractor
parking, equipment, deliveries, material storage, and staging shall remain within the proposed parking
lot area adjacent to the observation deck unless otherwise approved by DCCB. The existing driveway
shall remain open and unobstructed at all times.
Completion Deadline and Liquidated Damages
Substantial Completion shall be achieved no later than December 15, 2026.
Substantial Completion means the ramp, landing, structural connections, decking, handrails, and
guardrails are complete, safe and available for use; the project is ready for inspection; and construction
materials, debris, and equipment have been removed.
Liquidated damages of $100 per calendar day may be assessed for each day Substantial Completion
extends beyond the required date. Written time extensions may be approved for DCCB-directed changes
or documented conditions beyond the contractor’s reasonable control.
Quote Requirements
The contractor shall complete and sign the attached Quote Form. The lump-sum quote shall include all
labor, materials, equipment, delivery, supervision, overhead, profit, and other expenses necessary to
complete the contractor’s work.
DCCB is tax-exempt and will provide appropriate documentation upon request. Payment terms shall be
in accordance with the Dallas County claims schedule, which will be approved upon award of contract.

DCCB reserves the right to reject any or all quotes, waive minor informalities, request clarification, and
make an award in the best interest of Dallas County. Selection may consider price, relevant experience,
proposed schedule, past performance, completeness, and overall value. DCCB is not required to select
the lowest quote.

All insurance policies shall be issued by responsible companies acceptable to the County and shall name
Dallas County as an additional insured. Dallas County, Iowa, its elected officials, officers, employees,
agents, and volunteers shall be included as additional insureds on a primary and non-contributory basis
for ongoing and completed operations.
The contractor shall provide a waiver of subrogation in favor of Dallas County on Workers’
Compensation coverage where permitted by law. The contractor shall provide at least thirty (30) days
prior written notice of cancellation, non-renewal, or material reduction in coverage to the extent
available under the policy. If notice is not provided by the insurer, the contractor shall notify the County
immediately upon becoming aware of the change.
