2026 RESURFACING AND SIDEWALK PROGRAM

Sealed proposals will be received by the Village of Arlington Heights, 33 S. Arlington Heights Road, Arlington Heights, Illinois, until Tuesday March 17th local time on 11:00 AM, 2026, at which time they will be publicly opened and read.

The 2026 RESURFACING PROGRAM & SIDEWALK PROGRAM project is to be
constructed in 2026. This project shall include the resurfacing of approximately 5.1 miles of bituminous streets within the Village of Arlington Heights. This work will include but is not limited to, bituminous surface removal; curb and gutter removal and replacement; sidewalk removal and replacement; bituminous paving; bituminous pavement patching; driveway repair; structure reconstruction; structure adjustments and restoration. The locations for this work are shown in the Contract Documents. This work shall be to the requirements as indicated in the Contract Specifications.

In addition, the CDBG-funded work must comply with the following federal laws and regulations: All work must meet CDBG/HUD requirements. For all designated work on the CDBG locations, bidders shall comply with Executive Order 11246 of September 24, 1965, entitled “Equal Employment Opportunity,” as amended by Executive Order 11375 of October 13, 1967, and as supplemented in Department of Labor regulations (41 CFR chapter 60); the Copeland “Anti-Kickback” Act (18 U.S.C. 874) as supplemented in Department of Labor regulations (29 CFR part 3); the Davis-Bacon Act (40 U.S.C. 276a to 276a-7) as supplemented by Department of Labor regulations (29CFRpart 5); Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 - 330) as supplemented by Department of Labor regulations (29 CFR part 5); with all applicable standards, orders, or requirements issued under section 306 of the Clean Air Act (42 U.S.C. 1857(h)), section 508 of the Clean Water Act (33 U.S.C. 1368), Executive Order 11738, and Environmental Protection Agency regulations (40 CFR part 15); and mandatory standards and policies relating to energy efficiency which are contained in the Illinois energy conservation plan issued in compliance with the Energy Policy and Conservation Act (Pub. L. 94-163, 89 Stat. 871).[53 FR 8068, 8087, Mar. 11, 1988, as amended at 60 FR 19639, 19642, Apr. 19,
1995]; Housing and Community Development Act of 1974, as amended and 24 CFT Part 570; 2 CFR Part 200; Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1701u), and regulations at 24 CFR Part 135; 24 CFR Part 87 New Restrictions on Lobbying; and 24 CFR 570.611 (b) Conflict of Interest.

A Non-Mandatory pre-bid conference will be held on March 10th, 2026 at 1:30 PM., in the Engineering Conference Room, Village of Arlington Heights, 33 S Arlington Heights Rd, Arlington Heights, IL 60005.

The Affidavit of Availability must be submitted with the proposal, showing all uncompleted contracts awarded to them and all low bids pending award for Federal, State, County, Municipal and private work.

All proposals or bids offered must be accompanied by a bid security in the amount of 10% of the total bid in the form of a certified check, bid bond or cashier’s check made payable to

the Village of Arlington Heights. No bids shall be considered unless accompanied by such security.

Bidders shall comply with the Prevailing Wage Rate Act (820 ILCS 130) for the Base Bid, and the CDBG-funded work with the Department of Labor the Davis-Bacon Act wage rate will apply, the IDOT Standard Specifications for Road and Bridge Construction, adopted January 1, 2022, and the IDOT Supplemental Specifications and Recurring Special Provisions, adopted January 1, 2026. Bidders will also be required to comply with the applicable equal employment opportunity provisions.

The Village of Arlington Heights reserves the right to reject any or all proposals, to waive informalities in bidding and to accept the proposal deemed by the Board of Trustees to be the most favorable to the interests of the Village.
