Project Description: The State of Hawaii, Division of State Parks, Maui District Office is requesting quotes for the following tree trimming services at the Waianapanapa State Park:

The requested tree trimming bid shall be for two (2) services. The services will need to be scheduled and conducted during the months of June 2026, and December of 2026. State Parks will need to be invoiced upon completion of each service, payment will be processed upon completion of each service and an invoice is received.

1. There are approximately 150 coconut palm trees throughout the park that needs to be trimmed and shaped. Each tree is to have all dry and excessive fronds (branches), flowers, and coconuts removed, hauled away, or shredded onsite, then disposed of at an appropriate green waste facility. Due to the height and location of some trees, it may not be accessible by a bucket truck, therefore climbing of the trees may be required to execute the required trimming work. Due to the length of time between trimming, we are asking that all Coconut trees be trimmed at points of 11 and 1.

2. We would also like to have any hazardous or dead branches from False Kamane (Terminalia catappa) trees located at or overhanging the designated campervan camping area, the upper lookout parking lot, and over the existing walkways cut and removed. These branches must also be hauled out or chipped and properly disposed of. Branches and trunks vary in size and height. Work in these areas is to be agreed upon and completed at the time of each scheduled trimming.

All tree trimming activities are required to be done to International Society of Arboriculture standards for tree pruning activities. Work activities will be performed to meet or exceed American National Standards Institute, (ANSI), Z133. 1-2012 STANDARDS FOR – Tree Care Operations – Pruning, Trimming, Repairing, Maintaining, and Removing Trees, and Cutting Brush – Safety Requirements; and ANSI A300-2008 – for Tree Care Operations – Tree, Shrub, and other Woody Plant Maintenance – Standard Practices. All bidders must be a State Licensed Tree Trimmer in good standing and must possess a current Contractors License Type 27 or 27B prior to being eligible to submit a bid for the requested services. Bidders not able to provide these items will be disqualified.

The selected contractor shall provide all necessary labor, material, equipment, personal protective equipment, personnel, and supervision to satisfactorily perform the requested tree trimming and pruning services at the Waianapanapa State Park.

Option to Extend:

This original agreement shall be for the initial term with the option to extend for up to three (3) additional twelve (12) month periods without re-bidding, upon mutual agreement in writing between the State and the Contractor. The scope of work shall remain unchanged from the original solicitation. Prices for any services performed during the option periods shall remain the same or lower than the initial bid price.

Bid amounts should be submitted as Line Item #1 and Line Item #2. The lowest bid amount for the combined total of both line items shall be awarded the solicitation.

General Comments

1- The Contractor is responsible to perform their work in such a way as to minimize its impact on the operation of the park facilities. Prior to proceeding with the work, the Contractor shall contact, coordinate, and schedule the performance of the work with the Project Administrator or his designee. 2- Tree trimming services shall commence on the date of the Notice to Proceed or when agreed upon between the awarded contractor and the Project Administrator.

3- Contractor shall perform work during daylight hours between 7:00am and 6:00pm.

4- The Contractor shall provide safety signs, barricades, and other devices necessary for the safety and convenience of the public. The Contractor shall always conduct his/her work to assure the least possible disruption to normal public traffic (vehicular and pedestrian) and allow for the free flow of traffic and public rights-of-way.

5- The Contractor shall be responsible for verifying the location of all utilities and structures. Any damage, injury, and /or loss to any property resulting from the performance of the work shall be the sole responsibility of the Contractor and shall be remedied promptly by the Contractor at his own expense.

6- Any damage to plants, signs, and other property or items in the area and adjoining properties shall be repaired and /or replaced by the Contractor at his/her own expense and restored to the satisfaction of the Project Administrator and the injured party(ies).

7- Awardee will be required to possess and show proof of general liability insurance with coverage amounts of $1,000,000.00 per occurrence and $2,000,000.00 in aggregate.

8- Method of Award shall be to the responsive, responsible bidder submitting the lowest Total Sum Bid Price. All taxes and fees shall be included in the bid price.

9- The term of the project shall be for two tree trimming services in June 2026 and December of 2026.

Start date for project may change due to processing of purchase order. Project to begin once all approvals have been obtained. The Project Coordinator will work with the Awardee as needed with regards to establishing a new start date if required.

All trimmed branches and coconuts must be cleaned up and properly disposed of at a green waste facility or designated mulch area within State Park property.
