SECTION I - OVERVIEW AND SCHEDULE OF EVENTS
1. PURPOSE:
1.1. The purpose of this RFP invitation is to establish multiple contracts with multiple suppliers to provide a wide
variety of training and professional development instructions, course development and organizations
development support for the State of New Hampshire as indicated in the SCOPE OF SERVICES and OFFER
SECTIONS, and in accordance with requirements of this RFP invitation.
1.2. The NH Bureau of Education and Training within the Department of Administrative Services' (DAS), Division
of Personnel, provides training programs, organizational development support, and training development
services for public sector entities throughout the State of New Hampshire, including State Agencies,
municipalities, and non-profit organizations.
2. SCHEDULE OF EVENTS:
2.1. The table below provides the anticipated schedule of events for this RFP through contract finalization and
approval. The State reserves the right to amend this schedule at its sole discretion and at any time through a
published Addendum.

SECTION II - SCOPE OF WORK
3. TRAINING AND PROFESSIONAL DEVELOPMENT CLASSES:
3.1. The State of New Hampshire is seeking multiple vendors to provide a wide variety of training and professional
development classes. Vendors shall indicate which classes they are proposing to offer by providing pricing
information on ATTACHMENT 1: TRAINING CLASSES - RFP 493-26 OFFER SHEET.
3.2. Pricing per class shall be fixed price and include all development/preparation time and instruction time,
including live instruction as well as instructor time required to review and respond to questions and
submissions from students (for example, for on-line courses running over several days).
3.3. Vendors must also provide certain information on Attachment 1 on each class for which they are offering a bid
including:
3.3.1. Proposed format, including number of days and/or hours of direct instruction, hours of self-directed
work, and timing of class or program of study.
3.3.2. Instructor or instructors who would teach each class or program of study.
3.4. Vendors may propose additional classes for consideration by the State by including a class title(s), instructor,
format, maximum number of students, and pricing on an additional line(s) at the bottom of the Attachment 1
spreadsheet.
4. PROFESSIONAL DEVELOPMENT PROGRAMS:
4.1. The State of New Hampshire is seeking multiple vendors to provide several professional development
programs, each comprised of a series of classes and assignments to develop expertise in the subject matter.
Vendors shall indicate which programs they are proposing to offer by providing pricing information on
ATTACHMENT 2: PROFESSIONAL DEVELOPMENT PROGRAMS - RFP 493-26 OFFER SHEET
4.2. Pricing per program shall be fixed price and include all development/preparation time and instruction time,
including live instruction as well as instructor time required to review and respond to questions and
submissions from students (for example, for on-line courses running over several days).
4.3. Vendors shall provide a complete program of study for each program proposed and include certain information
on Attachment 2 on each program for which they are offering a bid including:
4.3.1. Proposed format, including number of days and/or hours of direct instruction, hours of self-directed
work, and timing of class or program of study.
4.3.2. Instructor or instructors who would teach each class or program of study.
4.4. Specified Elements for Training Programs Desired by the State
4.4.1. Project Management Training Program: Program should include project management fundamentals
4.4.1.1. Project cost management
4.4.1.2. Lean principles in project management.
4.4.1.3. This program should include introduction to project management
4.4.1.4. Classes focused on specific disciplines and techniques:
4.4.1.5. Agile project management for IT projects
4.4.1.6. Project Management for Software Implementation
4.4.2. Government Accounting Program, Program shall include the following topics:
4.4.2.1. Purchasing basics
4.4.2.2. Receivables
4.4.2.3. Payables
4.4.2.4. Accounting Principals
4.4.2.5. Grant administration
4.4.2.6. Budget development,

4.4.2.7. Excel for financial records
4.4.2.8. Internal controls and risk management
4.4.2.9. Communication.
4.4.2.10. Vendors shall propose a complete program of study.
4.4.3. Lean Training Program:
4.4.3.1. A comprehensive series on Lean process improvement techniques and Lean Management
Systems. Lean is an organizational management approach comprised of principles, tools, and
techniques focused on customer value, removing waste, increasing efficiency, and elevating
quality.
4.4.3.2. Elements to include in Lean Training Program:
4.4.3.2.1. Lean Management System for Leaders: A one (1) hour workshop introducing
and preparing directors and senior administrators for their role in Lean initiatives
and Lean management, how Lean practices can strengthen their organization, and
identification of roles and responsibilities within projects and culture.
4.4.3.2.2. Lean Yellow Belt: A hands-on introduction to the philosophy and methodology of
process improvement. During the 3-day class, participants apply Kaizen process
mapping techniques to an actual work process and construct an implementation
plan to enact the improvements. Foundational methods are introduced and
practiced.
4.4.3.2.3. Lean Green Belt: Facilitator Skills, Change Management, and a required
practicum make up the components of the training. Participants prepare to
become Lean practitioners and learn how to guide a group through a Kaizen
event, select and work with a mentor, deploy skills.
5. QUALITY ASSURANCE:
5.1. Any vendor selected to provide a training or training program through the State of NH BET shall work with the
State to finalize the course content, length, format, and method of student evaluation.
5.1.1. Prior to any course or program being held, selected vendors shall provide the following to the state:
5.1.1.1. A detailed syllabus.
5.1.1.2. All materials to be used during the class, such as readings, websites, or presentation slides
5.1.1.3. Assignments to be completed by students.
5.1.2. All materials must be approved by the State prior to the presentation of any training course.
5.2. The State shall have the option for a BET employee to attend each course or program to observe and review the
quality of the instruction.
5.3. Class Evaluation Forms: The contracting Vendor shall distribute information for students to complete an
online evaluation form to all participants in all classes.
6. ORGANIZATIONAL DEVELOPMENT PROFESSIONAL SERVICES:
6.1. The State of New Hampshire is seeking one or more vendors to provide a variety of organizational
development professional services to augment existing state staff resources as necessary. Vendors shall indicate
which services they are proposing to offer by providing per hour pricing information on ATTACHMENT 3:
PROFESSIONAL SERVICES - RFP 493-26 OFFER SHEET
6.2. Individual work assignment bid requests will be issued to all qualified vendors under contract for such services
specifying the specifics of each assignment. Interested vendors shall provide a proposed number of hours and
total cost to complete the work assignment at their contracted rate per hour. A final work assignment will be
prepared with the selected vendor outlining the exact tasks to be performed, the timeline, deliverables, and the
agreed to number of hours and total cost to complete the work.
6.3. Specific Topics for Professional Services:

6.3.1. Instructional Design Support: Upon request of the State and under the direction of BET staff, the
Vendor would develop new online or in-person training to be offered by the State, by an eligible entity
or by an approved vendor. Vendor shall employ ADDIE techniques in approaching course
development and working with subject matter experts. All course materials prepared under contract
with the State shall be the property of the State.
6.3.2. E-Learning Course Development: Upon request of the State and under the direction of BET staff,
the Vendor would build a new online training program to be offered by the State, by an eligible entity
or by an approved vendor. Vendor would utilize Articulate 360 and/or work within the State's Moodle
LMS.
6.3.3. Leadership Coaching Services: Upon request of the State and under the direction of BET staff, the
Vendor would provide coaching to one or more public leaders to help them improve their leadership
skills and/or develop a plan to implement a strategic plan or change.
6.3.4. Strategic Planning Facilitation and/or Coaching: Upon request of the State, the Vendor would
provide facilitation and/or coaching services to guide an entity or group through a strategic planning
process.
6.3.5. General Meeting Facilitation: Upon request of the State, the Vendor would provide staff skilled in
meeting facilitation, such as facilitation of public meetings, focus groups, community input gathering,
and informational sessions.
6.3.6. Metrics Consulting: Upon request of the State, the Vendor would provide professional services to
help a program, department or agency define a set of metrics for measuring, monitoring, and
improving operations.
6.3.7. Team Building/Group Dynamics/Other Organizational Development Work: Upon request of the
State, the Vendor would provide staff skilled in improving group dynamics, group communications,
group culture, team building or other organizational development topics.
6.3.8. Project Management Coaching and Support: Upon request of the State, the Vendor would provide
direct assistance to a client in developing or implementing a project plan or project component or
provide coaching to an existing project manager to further develop and hone their skills.
6.3.9. Lean Project Consulting Support: Upon request of the State, support definition and conduct
Lean/Kaizen events, provide project coordination, advise on tools and approaches to apply, coach
Lean facilitators, and/or work with a client to set up a Lean Management System.
7
SECTION III - PROPOSAL SUBMISSION, DEADLINE, AND INSTRUCTIONS
7. PROPOSAL SUBMISSION:
7.1. CHAPTER ADM 600 PROCUREMENT AND PROPERTY RULES APPLY TO AND ARE MADE A PART
HEREOF.
7.2. Proposals submitted in response to this RFP must be received by the Bureau of Purchase and Property no later
than the time and date specified in the Timeline section, herein. Proposals may be submitted by email to
NH.Purchasing@DAS.NH.Gov, U.S. mail, or other delivery service.
7.3. If emailing submission, include one complete proposal with pricing as a separate document.
7.4. If hard copy submission, include one complete proposal with pricing and five (5) copies.

7.7. Late submissions will not be accepted and will be returned to the bidders unopened. Delivery of the Proposals
shall be at the bidder's expense. The time of receipt shall be considered when a Proposal has been officially
documented by the Bureau of Purchase and Property, in accordance with its established policies, as having been
received at the location designated above. The State accepts no responsibility for mislabeled mail or mail that is
not delivered or is undeliverable for any reason. Any damage that may occur due to shipping shall be the
Bidder's responsibility.
8. VENDOR INQUIRIES:
8.1. All inquiries concerning this RFP, including but not limited to, requests for clarifications, questions, and any
changes to the RFP, shall be submitted via email to Carrie Martin at Carrie.L.Martin@DAS.NH.Gov.
8.2. Inquiries must be received no later than the conclusion of the Bidder Inquiry Period (see Schedule of Events).
Inquiries received later than the conclusion of the Bidder Inquiry Period shall not be considered properly
submitted and may not be considered.
9. ADDENDA:
9.1. In the event it becomes necessary to add to or revise any part of this RFP prior to the scheduled submittal date,
the Bureau of Purchase and Property will post on our web site any Addenda at
https://apps.das.nh.gov/bidscontracts/bids.aspx.
9.2. Before your submission and periodically prior to the RFP closing, vendors are required to check the site for any
addenda or other materials that may have been issued affecting the RFP.
10. RESTRICTION OF CONTACT WITH STATE EMPLOYEES:
10.1. From the date of release of this RFP until an award is made and announced regarding the selection of a Vendor,
all communication with personnel employed by or under contract with the State regarding this RFP is
prohibited unless first approved by the RFP points of contact listed herein. State employees have been directed
not to hold conferences and/or discussions concerning this RFP with any potential Contractor during the
selection process, unless otherwise authorized by the RFP Point of Contact.
10.2. Vendors may be disqualified for violating this restriction on communications.
11. VALIDITY OF PROPOSAL:
11.1. Proposals must be valid for one hundred and eighty (180) days following the deadline for submission of
Proposals in Schedule of Events, or until the Effective Date of any resulting Contract, whichever is later.

14.1. The Vendor must submit a signed Transmittal Letter with their response using "Appendix B: Transmittal

14.2. Any electronic alteration to the content of this Transmittal Letter template is prohibited. Any such changes shall
result in a Proposal disqualification.
15. TABLE OF CONTENTS:
15.1. The Vendor must provide a table of contents with corresponding page numbers relating to its Proposal.
16. EXECUTIVE SUMMARY:
16.1 The executive summary will provide an overview of the Vendor's proposed services highlighting those factors that
they believe distinguish their Proposal.
16.2 The executive summary must include an overview of the bidder's company, identify their qualifications to meet
the requirements defined in the RFP, and reveal a clear understanding of the RFP requirements.
17. BIDDER QUALIFICATIONS AND EXPERIENCE:
17.1. Provide full details regarding the following items in support of the bidder's experience and ability to provide
services. Include:
17.1.1. Full legal company name

17.1.3. If applicable, information on any parent/subsidiary relationships with any other company or
companies
17.1.4. State of incorporation

scope of prior relevant experience.
18.2. Highlight experience teaching and/or facilitating using an online and/or in-person format and in developing
online and/or in-person training programs, as applicable.
18.3. Provide a resume for each proposed staff as attachment to your proposal.
19. REFERENCES
19.1. Provide three (3) references for whom the Bidder has provided similar services.
19.2. Reference information shall include the following:

20. PRICE PROPOSAL:

20.2. The Vendor shall assume all reasonable travel and related expenses. All pricing shall be "fully loaded,"
including, but not limited to, meals, hotel/housing, airfare, car rentals, car mileage, and out-of-pocket expenses.
