NATO Business Opportunity: Capability Development Management Support (CDMS)

Headquarters Supreme Allied Commander Transformation (HQ SACT) has issued an Invitation for International Bidding (IFIB) for Capability Development Management Support (CDMS).

CDMS is an integral part of HQ SACT’s comprehensive organizational and operating strategy. CDMS enables mission accomplishment by integrating high quality support from trusted industry partners with the unique and manifold capacities of NATO’s established workforce and toolset. CDMS aims to support long-term, programmed needs, as well to assist in meeting shorter-term requirements.

Please refer to the IFB for a description of the categories of support that HQ SACT is currently seeking.

This is a Firm Fixed Price Level of Effort. Partial bidding is allowed.

The reference for this contract is IFIB-ACT-SACT-25 Part C and all correspondence concerning the contract should include this reference.

A Declaration of Eligibility (DOE) is NOT required for bidding on this contract.

Bids shall be received at the HQ SACT Purchasing and Contracting Office no later than 24 April 2025, 0900 hours. No bids will be accepted after this date and time. No hard copy proposals will be accepted.

In lieu of a bidder’s conference, HQ SACT invites bidders to submit technical and contractual questions not later than 26 March 2025.
