Title: Above-Ground Tank Relocation and Underground Storage Tank (UST) Removal Project

The County of Tuolumne through its General Services Agency ("County") is seeking bids from qualified vendors to relocate an above-ground storage tank and remove a separate underground storage tank ("UST") at a different location.
Phase 1 of this project entails removal and relocation of an above-ground 500 gallon fuel storage tank from 28 N. Lower Sunset, Sonora to the Administration building at 2 S. Green Street, Sonora.
Phase 2 of this project involves the removal of a 4,000-gallon steel, single-walled diesel underground storage tank and related piping. The UST was used for storage of diesel fuel for standby power for the building generator. Associated work includes obtaining permits from the City of Sonora (as needed), removal of contaminate soil, backfill with engineered fill and restoration of site to a condition ready to be paved, and repave area.

Senate Bill (SB) 445 (Stats. 2014, Ch. 547) requires that on or before December 31, 2025 , the owner or operator must permanently close a UST system if the tank and/or connected piping is single-walled and does not have a secondary containment and a continuous leak detection system meeting the requirements of H&SC section 25291(a)(1)-(6). Single-walled UST systems that have not been permanently closed by December 31, 2025, are out of compliance, cannot be operated, and could be red tagged by the Unified Program Agency (UPA) or the State Water Board preventing fuel deliveries and dispensing.
