Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation for which quotations are being requested. Another written solicitation will not be issued.



The most recent Federal Acquisition Circular (FAC) is FAC 2025-03, which was published on January 3, 2025, and became effective January 17, 2025.



The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement for a Complex Investigative Techniques Training Instructor. Additional requirements are documented in the Statement of Work (SOW) to include the period of performance. Please read the attached SOW carefully when submitting your quotation response.



ATF will award a Blank Purchase Agreement (BPA) to the responsible firm whose quote conforming to the RFQ will be the most advantageous/best value using the Lowest-Price-Technically-Acceptable (LPTA) method.



This requirement is being set aside for small businesses. Offerors MUST be registered and Active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7.



OPEN MARKET Quotes should be submitted via email to jordan.miller@atf.gov by the Close of this RFQ, 3:00 PM Monday, September 15, 2025. The RFQ # (15A00025Q00000096) must be clearly displayed on the Quote and in the Subject of the email. Quotes MUST be good for 30 calendar days after the close of the RFQ and should be submitted in Good-Faith in order to be responsive.
