Description
This is a Sources Sought Notice.
The Department of Veterans Affairs Network Contracting Office 2 is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Onsite Surgical Instrument Laser Marking, Commissioning, and Data Optimization services at NY Harbor Healthcare System, Manhattan campus, 423 East 23rd Street, New York, NY 10010. The result of this market research will contribute to determining the method of procurement.
Please see attached Statement of Work.
(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited.
(b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal.
(c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law.
(d) This Sources Sought is issued by VISN 2 Contracting Office in Buffalo, NY for the purpose of collecting information about Onsite Surgical Instrument Laser Marking, Commissioning, and Data Optimization for the NY Harbor Healthcare System, Manhattan campus. The NAICS code identified for this requirement is 811210 Electronic and Precision Equipment Repair and Maintenance, size standard $34.0 Million. The requirement is detailed in the Statement of Work section of this document.
(e) Cursory market research has identified small businesses that may be able to provide for this requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the NY Harbor Healthcare System, Manhattan campus. Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract. Contractors that are able to meet the requirements are encouraged to email a capability statement and full information to Lynn Krakowiak at Lynn.Krakowiak@va.gov. Phone calls will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors must identify the NAICS code size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement.

Contractors must also identify any Federal Supply Schedules that may carry the desired services.

Contractors must identify pertinent points of contact for company, contractor UEI number for size standard and socioeconomic verification in SAM and SBA Small Business Search.

If you will use a subcontractor(s) or 1099 employees (considered to be subcontractors by SBA), please provide the following information:
Services to be performed by the prime contractor;
Services to be performed by any subcontractor(s) or 1099 employees;
Approximate percentage of contract price paid to subcontractor(s) and/or 1099 employees
Provide information about your marking services to include how your laser marking services work, limitations of your services (e.g., if you re unable to mark certain materials or sizes of instruments) and any work arounds or solutions to these limitations.
Describe your capability to provide optimization services (commissioning of markings to the VA s CensiTrac system) and include any recent experience providing this service.
Describe your ability to identify and reconcile inconsistencies in the VA s database (see SOW I. c. 3.)
