The contract will support the Gas Analysis Services Technical Operations Need (GASTON) program. The statutory authority for this noncompetitive acquisition is 10 U.S.C. 3204(a)(1) (formerly 10 U.S.C. 2304(c)(1)), as implemented by RFO 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements).
