RFP OCC-26-188 OVEC LGRR Audit Expert

This RFP is issued by OCC to solicit proposals from qualified Independent Contractors for technical assistance in reviewing the Public Utilities Commission of Ohio’s (“PUCO” or “Commission”) audit of the Ohio Valley Electric Corporation (“OVEC”) electric generation plants. Three Ohio electric utilities, American Electric Power – Ohio (“AEP Ohio”), AES Ohio and Duke Energy Ohio (“Duke”), currently have shared ownership in OVEC and pass-through net costs to all Ohio electric consumers via the Legacy Generation Resource Rider. The Independent Contractor will review the audits conducted by the PUCO auditor. The Independent Contractor will evaluate and verify the actions of the utilities were prudent, just and reasonable, allowable costs under the Legacy Generation Resource Rider and in the best interest of consumers. It will also propose and recommend appropriate actions to be taken to protect Ohio’s residential electric consumers.
