Overview
Summary

The County of Orange, Health Care Agency (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Substance Use Disorder Services. These services are divided into two related programs: Program 1 - Sobering Center Services; and Program 2 - Co-Occurring Residential Treatment Services 3.1, 3.2, 3.3, and 3.5. The services for both Programs shall be provided at 7800 Marine Way in Irvine and are described in Section 2 - Scope of Work.

The primary goal of the two programs is to offer services to those in need of stabilization as a result of use from alcohol and/or other substances and to help each individual become stable so they can function in the community with coping skills necessary for recovery. These programs shall provide evidenced based practices for each substance use disorder service. Services include case management, drug testing, individual, and group counseling as well as monitoring each individual throughout the course of the day. Program 1 - Sobering Center Services shall provide short-term (less than 24-hours) support for individuals who are intoxicated and would otherwise be detained by law enforcement or who would utilize hospital emergency departments as a result of intoxication. The Sobering Center Services shall provide an environment in which the individual is monitored and receives case management services. Referrals and linkage for services would be provided at discharge. Program 2 - Co-Occurring Residential Treatment Services 3.1, 3.2, 3.3, and 3.5 shall provide treatment in a residential setting that includes clinically managed withdrawal management services, individual counseling, psycho-educational groups, educational groups, psychiatric services to manage mental health disorders, care coordination, family therapy and other ancillary services.

Respondents may submit a proposal for Program 1 (Sobering Center Services) only, Program 2 (Co-Occurring Residential Treatment Services 3.1, 3.2, 3.3, and 3.5) only, or both Program 1 and Program 2. Respondents must specify the programs responded to in the proposal and submit a separate response in separate attachments in Section 4, Part 3, for each Program.

County may award a contract to one or more Respondent(s) for each Program. Further, County may award one or both Programs to one Respondent and may award a contract to a Respondent for both or only one of the Programs in Respondent’s proposal. County expects the successful Respondent(s) to provide the services in accordance with the terms and conditions set forth in Attachment A. Model Contract.
