The United States Postal Service (USPS) is conducting market research through this Request for Information (RFI)/Sources Sought Notice to identify qualified and capable Appraisal Service Providers (ASPs) interested in supporting appraisal services requirements throughout the State of New York. The purpose of this effort is to assess industry capabilities, vendor availability, and market capacity to support potential future contracting opportunities for appraisal-related services within New York State. This request for Information (RFI) does not constitute a commitment, implied or otherwise, that the Postal Service will act in this matter.





USPS owns and leases a significant portfolio of real estate assets across New York State, including retail postal facilities, office buildings, warehouses, vehicle maintenance facilities, flex spaces, parking areas, and vacant land. Appraisal services are required to support a wide range of real estate and asset management activities, including:




  • Acquisition of owned or leased property

  • Lease renewals and rental analysis

  • Disposal of owned property

  • Easements and rights-of-way

  • Property tax reduction initiatives

  • Outleasing and subleasing activities

  • Litigation and condemnation support





The prospective requirement seeks firms capable of providing accurate, independent, and unbiased commercial real estate appraisal services in compliance with applicable professional standards, including:




  • Uniform Standards of Professional Appraisal Practice (USPAP)

  • Uniform Appraisal Standards for Federal Land Acquisitions

  • Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA), where applicable



Potential appraisal services may include, but are not limited to:




  • Market Value Appraisal Reports

  • Market Rental Appraisal Reports

  • GSA Rent Studies

  • Litigation Appraisals (“Yellow Book” Standard)





Interested firms should demonstrate experience and capability performing commercial real estate appraisals throughout New York State and possess familiarity with regional market conditions, urban and rural property valuation considerations, and state-specific regulatory environments. All appraisers engaged by the Postal Service to produce an appraisal report must hold a Certified General Appraiser license in the state where the subject property is located. The appraiser selected for an assignment should, at a minimum, have five (5) years of experience as a commercial real estate appraiser and be competent to perform the assignment, in conformity with the Competency Rule of USPAP. It is desirable, but not required, that the appraiser holds a MAI designation from the Appraisal Institute; however, an appraiser will not be excluded from consideration due to the lack of the MAI designation. In addition, appraisers must be independent of the transaction, with neither direct nor indirect interest, financial or otherwise, and not subject to external or internal influence.





This Sources Sought notice is issued solely for market research and acquisition planning purposes and does not constitute a solicitation, request for proposal, or commitment by USPS to award a contract. Responses received will assist USPS in determining the availability of qualified sources and the appropriate acquisition strategy for future appraisal services requirements within New York State.
