The City of Phoenix is seeking bids for ROADWAY SAFETY ANALYSIS PROGRAM (RSAP) / HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP) 43RD AVENUE – THUNDERBIRD SIGNAL – TRAFFIC SIGNAL UPGRADE - DBB . Bids are to be submitted into the Design and Construction Procurement Bid Box located on the first floor of Phoenix City Hall at 200 W. Washington Street, Phoenix, AZ 85003 before 2:00 pm on Tuesday, June 9, 2026 .



Background

The scope of work for this project consists of safety improvements at the intersection of 43rd Avenue and Thunderbird Road, implemented within the existing intersection footprint. The project includes modernization of the traffic signal system by installing new signals, incorporating flashing yellow arrows for left-turn movements, and upgrading pedestrian signal equipment. Additional improvements include upgrading of ADA-compliant curb ramps, and targeted crosswalk illumination to improve pedestrian visibility. These enhancements are intended to increase overall intersection safety by improving signal visibility, reducing conflict points, and providing safer, more accessible pedestrian crossings.
