1.5. Question Submission Instructions
All questions must be submitted according to the rules specified below. All questions must be submitted using the ‘Ask a Question’ feature on the PennBid platform. Any questions submitted outside out the specified manner may result in vendor disqualification. All responses will be posted and viewable for all bidders on the PennBid platform.
1.6. Bid Submission Instructions
Bidder / Proposal Documents can be obtained at no cost on PennBid at https://pennbid.bonfirehub.com/. All bids shall be required to abide by the rules of submission specified below. All bids must be received in the manner specified in the bid advertisement. Any bid received in a manner other than what is specified by the bid advertisement will not be considered and disqualified from the selection process. All bids shall be submitted electronically via the PennBid Platform at https://pennbid.bonfirehub.com/. No bid may be submitted after the bid submission deadline. Any bid received after the submission deadline will not be eligible for the award of the project. All submissions must include the following:
● A detail cost breakdown of all parts, labor, and potential additional incurred costs
● A projected timeline with anticipated progress deadlines and estimated completion date
● Proof of Eligibility including all relevant licenses, certifications, proof of insurance, and demonstrated experience completing similar projects
1.7. Bid Addendum
A bid addendum may be issued to clarify, modify, or supplement the original IFB. This may occur due to, but not limited to, the following: identification of errors in the original IFB; updates to the specs or scope of work, responses to questions submitted by potential bidders, or changes in anticipated timeline. All bid addenda will be posted on the PennBid Platform. All vendors shall comply with the requirements specified in any addendum issued by PALCS. It is the responsibility of the vendor prior to submitting their bid to determine whether an addendum was issued.
2.1. Project Description/Overview & Location
The Pennsylvania Leadership Charter School (PALCS) invites sealed bids from qualified vendors to provide and install a school public announcement system for safety and security purposes at each of PALCS’ 5 locations located in West Chester PA & Cheswick, Pittsburgh.

2.2. Scope of Work
A detailed description of the Scope of Work (SOW) is attached as Appendix A. It contains detailed specifications, system requirements, and key deliverables.
2.3. Eligibility
All bidders must be a registered business entity authorized to work in Chester County, PA, USA. and eligible to participate in public procurements issued by a public agency.
All bidders must possess all valid and relevant licenses, permits, and certifications required to carry out the scope of work.
Pending award, vendor will be vetted through sam.gov to determine they have not been suspended or debarred from federal projects
All bidders must provide proof of current insurance coverage including but not limited to minimum coverage, liability, and workers compensation insurance.
Any potential bidder must not have any known conflicts of interest with The Pennsylvania Leadership Charter School.
2.5. Evaluation Criteria
Submissions for this IFB will be evaluated based on the following criteria:
Labor Cost
Materials Cost
Licensing Cost
Miscellaneous Costs Incurred
Expected Timeline of Completion
2.6. Payment
The PA Leadership Charter School requires a minimum of 30 days from the date of any invoice to pay.
3.1. Terms and Conditions
PALCS reserves the right to reject any and all bids.
All work must be completed by the agreed upon deadline unless otherwise specified.
All vendors doing business with PALCS must have an IRS Form W-9 Request for Taxpayer Identification Number.
Disqualification: The school may not subcontract with or award subgrants to any person or company who is debarred or suspended. For all contracts over $25,000.00, the School verifies that the vendor with whom the School intends to do business with is not excluded or disqualified 2 C.F.R. Pati 200, Appendix II(I) and 2 C.F.R. §§ 180.220 and 180.300. All successful contractors must provide written certification that they have not been suspended or debarred from federal projects. The CFO or designee will be responsible for verification. Such verification may include access to the online federal System for Award Management (SAM.gov) to determine whether an relevant party is subject to any suspicion or debarment restrictions
