Cobb County (“County” or “Owner”) is issuing this Request for Proposals ("RFP") to solicit proposals from qualified firms to NO VALUE . Proposals shall be received before 12:00 pm on Thursday, December 18, 2025 , via the County's eProcurement Portal at https://procurement.opengov.com/portal/cobbcoga . Late Proposals will not be accepted.

Cobb County is a political subdivision of the State of Georgia which provides services to over 780,000 residents. Cities located in the County include Acworth, Austell, Kennesaw, Mableton, Marietta, Powder Springs, and Smyrna.

The County’s governing body is a five-member Board of Commissioners, all of whom are elected to four-year staggered terms. One Commissioner is elected from each of the County’s four districts and the Chairman is elected from the County at-large.

The County currently employs approximately over 6,000 employees. As of the fiscal year ending September 30, 2024, the County’s assets totaled $7.2 billion and revenues totaled $1.5 billion of which $1.1 billion and $273 million were generated by governmental and business-type activities, respectively.

The County’s daily operations are overseen by the County Manager, the chief executive officer of the County, and the administrative head of the County government. The County Manager is appointed by, and responsible to, the Board of Commissioners.
