GENERAL INFORMATION:
This is a Sources Sought Notice (SSN) and is for information and planning purposes only. This notice shall not be construed as a solicitation or as an obligation on the part of the HHS. The purpose of this SSN is to identify qualified business concerns, especially small businesses, that are interested in and capable of performing the work described herein. HHS does not intend to award a contract based on responses received nor otherwise pay for the preparation of any information submitted. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set aside is possible. The requirement’s suggested North American Industry Classification System (NAICS) code is 541512 (Computer Systems Design Services) with a size standard of $34 Million.
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against HHS shall arise because of a response to this SSN or the HHS’s use of such information furnished in response to this notice.
SOURCES SOUGHT DESCRIPTION:
The Department of Health and Human Services (HHS) protects the health and well-being of all Americans through a diverse portfolio of programs and services. The Office of the Chief Information Officer (OCIO) Office of Operations (OPS) provides the technological foundation that enables these programs to operate effectively and securely. HHS OCIO OPS maintains an enterprise infrastructure that spans data centers, cloud environments, collaboration tools, cybersecurity platforms, and supporting operational systems serving tens of thousands of users. As such, they are seeking sources and industry feedback for potential enterprise-wide operations engineering and security support services under the following general task areas:

RESPONSE INSTRUCTIONS:
Responses to this notice shall be submitted via email to Contracting Officer Julie Rodriguez at Julie.Rodriguez@hhs.gov, and copying Contract Specialist John Russell at John.Russell2@hhs.gov, by no later than 9:00AM ET on August 10, 2026. All information furnished must be in writing and must contain enough detail to allow the HHS to determine the respondents’ ability to meet the requirements described herein. Please reference the notice number 75775P00126Q00021 on all correspondence.
