The full proposal must be submitted by December 5th , 2025 at 5:00 PM within the State of Ohio’s Ohio Buys platform. The proposal will be in the format of a “simple solicitation”, meaning proposals must be submitted as one, complete, competitive bid package. The Applicant must address all the components listed i n the Statement of Work within the Ohio Buys solicitation.

INTRODUCTION
H2Ohio is Governor Mike DeWine’s initiative to ensure safe and clean water in Ohio. It is a
comprehensive, data-driven approach to improving water quality over the long term. H2Ohio focuses on
encouraging agricultural best management practices, installing riparian buffers, restoring wetlands, and
constructing conservation ditches to reduce nutrient loading that contributes to harmful algal blooms.
The Ohio Department of Agriculture’s (“ODA”) role in H2Ohio focuses on improving water quality by
implementing agronomic best management practices, installing drainage water management structures,
constructing conservation ditches, and installing phosphorus removal structures in Ohio to reduce
nutrient losses from cropland.
Many of Ohio’s current water quality issues took time to develop, and it will take time and effort to
reverse course. Continued investment by the General Assembly in the 2028-2029 biennium allows
H2Ohio to continue building on its progress.
Across the state, H2Ohio has a 2.2-million-acre footprint specifically for agronomic best management
practices which are all being managed in the MyFarms software. Significant work has been undertaken
to develop the MyFarms H2Ohio experience. This software allows ODA to keep digital records of Best
Management Practices (“BMPs”), implement logic for consistent and correct planning of BMPs, track
progress over time and above all else streamline the creation and verification of nutrient management
plans for H2Ohio. ODA continually works in collaboration with MyFarms to improve the software for the
100s of users across the state. Offering a digital platform to develop nutrient management plans, assign
BMPs, and verify BMPs significantly improves efficiency and accuracy of data collection, tracking, and
reporting across the program. Maintaining and improving this system is critical to ODA’s ability to meet
H2Ohio’s long-term goals for agricultural nutrient management and water quality improvement.
OBJECTIVE
This opportunity, “Digital Platform Maintenance and Enhancement for H2Ohio Administration”, is
intended to fund support, enhancement, and maintenance of the MyFarms platform to accomplish
effective tracking and goals of the H2Ohio program administered by the Ohio Department of Agriculture,
Division of Soil and Water Conservation (ODA-DSWC).

PROPOSAL REQUIREMENTS
Eligible Applicants: Private or non-profit entities with capability to support, maintain, and
enhance the H2Ohio experience in the MyFarms platform for H2Ohio program administration.
Vendor Qualifications: Experience developing and supporting custom software solutions for
conservation programs specifically within the MyFarms platform, familiarity with State of Ohio IT
policies and data security standards, and knowledge of agricultural data systems, nutrient
management planning tools, and/or conservation program workflows.
Funding Requests: Funding of up to $490,000 dollars is available for services for this project. Proposals
that demonstrate cost efficiency while meeting all project deliverables will be viewed favorably.
Applicants are encouraged to propose budgets that reflect actual, anticipated costs.
Application Timeframe: Applications may be submitted from November 21st (8:00 AM ET) –
December 5th (5:00PM ET), 2025.
Duration: The project will begin on the date of the fully executed agreement and continue through
June 30, 2027. The contract will have an initial term of two (2) years, with the option for renewal in
two-year increments for up to ten (10) year’s total
RFP CONSIDERATIONS
ODA reserves the right to reject any or all proposals in whole or in part, to waive irregularities,
and to accept proposals which appear to be in the interest of the State of Ohio.
Although cost is an important consideration, ODA shall not be obligated to accept the lowest
cost proposal but will base its decision on the criteria provided herein.
ODA is required to maintain confidentiality of landowners/producers who participate in
conservation programs. Signed Agreements will allow ODA and SWCDs to share participant
information with the selected Vendor, but the selected Vendor will be required to protect the
personal, operational and identifiable information of participants to the extent required under
Ohio law and the terms stated in the Agreement between the Vendor and ODA.
This RFP outlines general project requirements. The Agreement between ODA and the
selected vendor will supersede this document, where conflict is perceived.

SCOPE OF WORK FOR APPLICANT
The selected vendor shall provide ongoing support, maintenance, and enhancement of the MyFarms
platform currently used by the Ohio Department of Agriculture (“ODA”) to administer the H2Ohio
program. The software will continue to serve as a centralized platform for managing nutrient
management plans, BMP tracking, verification, reporting, and financial obligations associated with
H2Ohio program participation. The contract will have an initial term of two (2) years, with the option for
renewal in two-year increments for up to ten (10) year’s total, contingent upon satisfactory performance,
funding availability, and continued program need. Each renewal will be executed through an addendum
to the existing contract, consistent with State of Ohio policy.
The vendor will work in close coordination with ODA to ensure the platform remains functional, secure,
user-friendly, and adaptable to programmatic and policy changes over time. All changes will be
modifications to the MyFarms app and content. The scope includes, but is not limited to, the following
areas of work:
System Maintenance: Maintain all existing MyFarms functions, ensuring continuous
operation and integrity.
System Support: Provide technical support and troubleshooting for ODA, Soil and
Water Conservation District (SWCD) staff, and all other system users.
System Enhancements: Collaborate with ODA to develop and deploy improvements
that enhance usability, expand program capabilities, or address updated policy and
reporting needs.
User Experience: Maintain and continuously improve user interface design to
accommodate a range of user types and technical skills.
Reporting: Ensure the continued operation and accuracy of reporting functions,
dashboards, and data export tools used for program tracking and analysis.
Data Security: Ensure the platform continues to comply with all applicable State of
Ohio IT policies, including data security, privacy, and accessibility requirements.

DELIVERABLES
SERVICE SPECIFICS FOR APPLICANT
The selected vendor shall complete work under the direction of ODA-DSWC and shall maintain clear
communication regarding progress, deliverables, and system updates. Deliverables and reporting
expectations include, but are not limited to:
System Maintenance: Continuous operation of the platform with minimal disruption to users,
timely resolution of identified software issues, and documentation of fixes and updates.
Feature Development: Completion of system enhancements or upgrades to reflect program
updates as approved by ODA and user acceptance testing (UAT) for internal verification of
functionality prior to release.
Release Notification: Distribution of release notes to ODA within three (3) business days
following each software release, including new functionality, fixes, and known issues.
Reporting: Ongoing functionality of built-in reports and provision of exportable datasets or files
upon request to support ODA analysis and reporting.
Progress Reviews: Regularly scheduled meetings with ODA to review development priorities,
system performance, and upcoming work.
Data Security: Adherence to all State of Ohio IT and data security requirements.
BUDGET
Applicants may include their staff time spent on the project, which may include time spent on project
administration, coordination, meetings, data analysis, and other justifiable activities associated with the
project. Other costs may be allowable with acceptable justification.
ADMINISTRATION
1. General Responsibility
ODA will administer the contract and communicate directly with the selected vendor for the
duration of the agreement. ODA will be responsible for providing oversight, guidance, and
coordination. The vendor shall manage the operation, maintenance, and enhancement of the
MyFarms platform, ensuring timely delivery of updates, technical support, and other services as
specified in the agreement.
2. Discriminiation Prohibited
The Applicant-Recipient vendor agrees that no person shall, based on race, color, religion, creed,
gender, national origin, age, or disability be excluded from participation in, be denied the benefits
of, or be subject to discrimination under any program or activity for which the applicant- recipient
receives financial assistance.
3. Method of Payment
a. Payments to applicant will be made on a reimbursement-basis. Applicant must submit
invoices showing expenditures, made in a timely manner.
b. Applicant who receives funds is considered to be a “supplier” of the State of Ohio.
Applicant will need to visit the Ohio Shared Services Supplier Operations website to create
or update their Supplier Information.
