Seeking proposals for projects related to opioid abatement
strategies in the One Washington MOU that align with the
2026-2027 Thurston County Opioid Response Plan
Priority Program Areas:
Expand access to Medications for Opioid Use Disorder
(MOUD) and other treatment
Connections to care
Address the needs of criminal-justice involved individuals

Eligible respondents are:
Indian Tribes located within Thurston County
501(C)3 non-profit organizations
Public non-profit organizations / government entities
For-profit organizations
Overview
* $2,000,000 available in 2026 and 2027
* One proposal per organization
* No minimum or maximum request per proposal
* One-time funding and does not guarantee future funding
* Contract duration: July 1, 2026- December 31, 2027

Proposals must align with the allowable abatement activities in the
One Washington MOU and the 2026-2027 Thurston County Opioid
Response Plan
Cite or add links to evidence-based or promising practices that the
project will use
Explain how outcomes will be measured and demonstrate progress
towards expected results
Detail how the project will be sustained after this one-time funding
Proposal Review and Selection
* Internal review by Public Health and Social Services and
then review and selection by the Thurston County Opioid
Abatement Council
* Scoring Criteria:
* Meets allowable uses of the One Washington MOU (50 points)
* Alignment with the 2026-2027 Thurston County Opioid Response Plan
* Importance to Community (25 points) - Addressing a community need
* Access and Engagement (20 points) - Target population
* Project Design (20 points) - What/how services will be provided
* Impact (15 points) - How outcomes will be measured
* Organizational Capacity (10 points) - Fund management and staffing
* Cost Effectiveness (10 points) - Budget aligns with services proposed

Proposal Review and Selection
* Review Panel will recommend which proposals to fund to
the Thurston County Opioid Abatement Council (OAC)
* The Thurston County Opioid Abatement Council will
recommend a funding package to the Thurston County
Board of County Commissioners, who will make the final
approval
* Yes/No vote on OAC recommendations
* Applicants will be notified when decisions are made
