FOR THE CITY OF WATERTOWN, STREET DIVISION
Sealed bids will be received at the City Finance Office, 20 N. Maple Street, P.O. Box 910, Watertown,
South Dakota 57201, up to 10:00 a.m. on March 12th, 2026, for the furnishing of the following item for
the City of Watertown, South Dakota, Street Division:
ONE (1) NEW, UNUSED, CURRENT MODEL YEAR OR NEWER, FRONT-END WHEEL LOADER
WITH BUCKET & V-PLOW
At the time named above, such bid will be opened publicly and will be referred to by the Street
Superintendent for tabulation and review. The City Council will meet in the Council Chambers in City
Hall, 20 N. Maple Street, in said City, on March 16th, 2026, at 5:30 p.m. to pass upon the same.
Plans and specifications for such bids are on file in the Finance Office of the City of Watertown,
where the same may be examined, or they may be provided by the Street Division upon your request.
Each bid shall be accompanied by a certified check or a cashier's check for five percent (5%) of the
amount bid, such check to be certified or issued by either a State or a National Bank and payable to
the City of Watertown, or in lieu thereof, a bid bond for ten percent (10%) of the amount of the bid,
such bond to be issued by a surety authorized to do business in the State of South Dakota, payable
to the City of Watertown, as a guaranty that such bidder will enter into a contract with said City in
case such bidder be awarded the contract.
CHECKS NOT CERTIFIED WILL DISQUALIFY THE BID
The right is reserved to reject any or all bids, or any part of any bid, or to accept a bid other than the
lowest, in case it seems advisable to said City Council so to do. No bidder may withdraw his bid
within thirty (30) days after the actual date of the opening thereof. The virtue of statutory authority,
preference will be given to materials, products, and supplies found or produced within the State of
South Dakota.
Upon completion and acceptance of all materials, equipment, and work, payment will be made in full
to the vendor. The vendor shall submit an invoice by the 18th day of any month for payment to be
dispersed on the 10th of the following month.

GENERAL PROVISIONS
INTENT
The intent of these specifications is to describe one (1) new, unused, current model year or newer,
FRONT-END WHEEL LOADER W/ BUCKET & V-PLOW meeting the following minimum specifications
considered necessary to perform the work assigned.
GENERAL
All component parts furnished shall be new, unused, and the same as the manufacturer's current
production model or newer. Equipment, accessories, component parts, and work not specifically
mentioned in these specifications, but necessary to furnish a complete unit, shall also be provided as
though they were specifically mentioned and delineated. Assemblies, subassemblies, and component
parts shall be standard and interchangeable throughout the unit specified.
COMPOSITION OF THE BID
The bid price shall include all labor, component parts, equipment, and services required to fully
complete and deliver the specified unit. The prices quoted on the bid schedule shall be firm quotes and
shall be the total price as stipulated.
BID FORMS
All bidders must use the forms provided by the City of Watertown. Bidders must submit completed bid
proposal forms in a sealed envelope or packet clearly marked on the outside: "BID FOR NEW FRONT-
END WHEEL LOADER." Additional specifications and bid proposal forms may be obtained at the
Finance Office, 20 N. Maple Street, Watertown, South Dakota, 57201, or by phoning (605) 882-6200.
BID CLARIFICATION
Bidders may contact the Street Division at (605) 882-6207 for additional clarification of these
specifications. Request for such clarification should reach the Street Division no later than five (5)
working (M-F) days before the date on which bids are due. Prior to submission of bids, any ambiguities
in the specifications shall be brought to the attention of the Street Division. If necessary, an addendum
will be issued to give effect to such clarification.
SAFETY EQUIPMENT
The proposed Front-End Wheel Loader shall include all Federal Government required safety
equipment.

BID PROPOSAL
In their proposal, bidders will be required to state the make, model, engine size, and other pertinent
data asked for in the proposal forms with reference to the equipment they propose to furnish. All bids
must be submitted on the forms furnished by the City. These forms may be obtained from the office of
the Finance Department located at 20 N. Maple Street, 605-882-6200, or the Watertown Street Division
located at 730 Arrow Avenue, 605-882-6207.
DELIVERY AND TRANSPORTATION
The bid price for the complete unit will include freight designated FOB Watertown, SD. The bidder shall
be required to pay all costs in transportation, delivery, and set up of the complete unit ready for use, to
the City of Watertown Street Division. The successful bidder shall deliver and set up the complete unit
ready for use, within 120 days from the date of the Watertown City Council taking action to award the
contract. Penalty of $100.00 per day may be assessed for each calendar day, delivery exceeds 120
days. Penalty may be assessed until the unit is accepted, and no incomplete unit will be accepted.
TAXATION
The City of Watertown is exempt from all Federal, State, or Local taxation. The City shall not be liable
for additional payment to defer the cost of any tax or other imposition that might be made by Federal,
State, or Local taxing authorities.
DISPOSITION OF BIDS
No bidder may withdraw a submitted bid for a period of thirty (30) days after the date of the opening of
the bids. The City Council of the City of Watertown, South Dakota, reserves the right to reject any or all
bids or to waive any irregularities in any bid.
INSTRUCTIONS:
The unit bid will meet or exceed the following minimum specifications. Bidder shall enter onto every
specification listed a check mark in the specification’s “YES” or “NO” column. A check mark shall be
entered on the “YES” column to indicate that the bid (1) is exactly as specified, (2) exceeds the
minimum specification, OR (3) is an equivalent of the minimum specification. If none of these
descriptions apply, the “NO” column must be checked. A detailed description of the basis for indicating
“YES” when the bid exceeds or is equivalent to the minimum specification must be provided. The city
will evaluate and determine if it is equivalent to or exceeds the specification.
