Response to Questions from Prospective Offerors along with attachment P (Lease Design Narrative)
Response to Questions from Prospective Offerors
1. Please confirm that there are no additional rooms in Exhibit L Revised Statement of Work. The Prosthetics and Dispensing department do not have a room quantity or SF total and it looks like this department may have been cut off.
Response: No additional rooms
2. Will a loading dock with overhead coiling door be required for the logistics area where service vehicles will be making deliveries? If so, what size service vehicle should the site be designed for, and will the dock need to be recessed or at-grade?
Response: Yes. See leasing design narrative.
3. Is a drop off drive required by the main vestibule for patients? If so, for how many vehicles should the drive be sized for?
Response: Yes. See leasing design narrative.
4. Is a drop off canopy required by the main vestibule for patients? If so, will the canopy need to fully cover a vehicle(s) or can it cover the passenger side only?
Response: Yes. See leasing design narrative.
5. Is an emergency generator required? If so, what is required to be on the generator, and what is the required run time?
Response: Yes. See leasing design narrative and sizing to be determined during design.
6. Are there any areas that require separate HVAC rooftop units from the rest of the building?
Response: Determined during design. Refer to TIL design requirements.
7. Will an MRI or mobile technology pad be required?
Response: Are you asking if going to be external to building? No, if this is what you are asking.
8. Will the VA or GSA issue conceptual floor plans for the provided rooms?
Response: No
9. Will a bike rack(s) be required?
Response: No
10. Will EV charging station be required? If so, what level of EV charging?
Response: No
11. Should we adhere to the 2008 VA Interior Design Manual, or should we prioritize the 2020 version that reflects more recent guidelines?
Response: Most recent
12. What size of trucks should the loading dock be designed to accommodate?
Response: See leasing design narrative.
13. RLP Section 3.08A states that Offerors should not price Tis until DIDs are approved in writing by the LCO. If the DID workshop is after the initial offers, does that mean the initial offers should only consider core/shell costs?
Response: Offerors should submit test fit diagram/design intent drawing with their initial offer
14. Lease Section 3.48A states the Lessor shall obtain certification of silver level for LEED-NC. Lease Section 3.49A states the space must obtain a certification of silver level for LEED-ID+C. These are two different LEED systems. Which of these LEED systems should be followed?
Response: Do not attempt to complete L100 form at this time.
15. Lease Section 3.48A states the Lessor shall obtain certification of silver level for LEED-NC. There is another lease section 3.48A that states the project must obtain 2 Green Globes for new construction. Similarly, lease section 3.49A states the Lessor shall obtain certification of LEED-NC Silver and another section 3.49A states the project must obtain 1 Green Globe for sustainable interiors. Should the project follow LEED or Green Globe?
Response: Do not attempt to complete L100 form at this time.
16. Confirm that the offeror s initial bid documentation should include all items described within RLP sections 3.03, 3.06, 4.04, 4.05, 4.07, and 4.08.Â
Response: YesÂ
17. Will all offerors move to the DID workshop phase, or only those who are deemed by VA to have met the lease technical requirements?
Response: Offerors should submit test fit diagram/design intent drawing with their initial offer
18. Confirm that offeror s initial pricing should only include shell and operating expenses, and TI and BSAC pricing are to be provided after the offeror s DIDs are approved.
Response: Offerors initial offer should include TI (using the TICS Table) and BSAC pricing. This TICS should be based on the test fit diagram/design intent diagram developed from the statement of work/agency specific requirement.
19. Confirm that this project will be required to achieve certification from Energy Star, LEED NC silver, and LEED ID+C certified. I see this documentation in many RLPs only to find out later that it is not actually required.
Response: The project TIs shall incorporate any necessary design parameters for the Space to meet Leadership in Energy and Environmental Design for Interior Design and Construction requirements (at the minimum Certified level) into the Design Intent Drawings (DIDs), if applicable, or Construction Drawings.Â
20. Does VA have any exterior façade design requirements?
Response: No
21. Would VA be willing to provide the offeror with a set of plans and elevations for a typical CBOC that would assist the offeror in determining the best design for VA s mission?
Response: Not available
