This is a Request for Proposal for Engineering Services. The project will consist of a Sewer, water, or street and drainage improvements in the City of Cordele.

You are invited to submit a proposal to be received at the River Valley Regional Commission office, 710 Front Avenue Columbus, Georgia 31901, no later than 10:00 a.m., August 31, 2026.

A professional services contract will be awarded to whoever is considered to be the most responsible offeror and whose proposal is considered to be the most advantageous.

Introduction

The City of Cordele intends to secure engineering services to assist in the development and implementation of a Community Development Block Grant application. The application will consist of sewer, water, or street and drainage improvements.

Scope of Work

The engineer will be responsible to the City of Cordele for providing the city with a preliminary Engineering report during the development phase of the application which meets the guidelines set forth in the 2027 CDBG applicants manual. To be selected, the Engineer must show the ability to produce the required preliminary plans and cost estimates within 30 days of selection.

If funded, the engineer will be responsible for final design, plans and specifications, obtaining necessary permits and/or easements; preparing for bid and contract documents, including advertising and bidding procedures; supervising construction and project closeout, as well as NPDES services and other necessary services. The engineer will be responsible for obtaining and maintaining all BABA documentation (particularly manufacturers' certifications) during construction, which shall be transferred to the recipient. The architect or engineer will need to certify to this action at the project's end.

This is a Section 3 Covered Contract and Section 3 Business Concerns are encouraged to apply.

Brief history of the firm and its principals:

Resumes of principals; and

Key Personnel:

Resume of the principal consultant/engineer, and others specifically assigned to the project, if applicable;

Resumes of consultants/engineer from other disciplines to be assigned to the project. Other disciplines may include electrical, structural, mechanical and civil engineers, landscape architects, etc. and

Resume of the person (or persons) who will be assigned to resident inspection, if applicable.

Costs Schedule:

Fee approach for general administrative services, engineering and design, preparation of plans and specifications, pre-construction services, contract administration, site inspection, and other specifically required services. Generally, when funding is secured, but prior to implementation, a contract amendment will be executed for these services based upon a lump sum.

Fees for additional services (direct plus a multiplier). Such services are those which are generally not specified in the two categories noted above; and

Fees for reimbursable expenses, if applicable.

Proposal Submissions

All interested firms should prepare three (3) proposals and submit them to arrive at the River Valley Regional Commission no later than 10:00 a.m., August 31, 2026.

The offeror must provide a sample professional services contract of the sort proposed to be used on this project. Only if claiming a Section 3 Preference, the offeror must complete the appropriate Section 3 forms found in the attached Section 3 solicitation package and submit the completed forms with the proposal to be eligible for Section 3 preference.

Section 3 preference is only to be considered after all other relative quantitative and qualitative factors have been scored and weighed.

Note: The contract will be written for a "direct costs plus fixed fee, not to exceed a lump sum." Offeror should also include the percentage fee that is normally charged for design and construction supervision on this size project.
