Description

Amendment 4:



The purpose of this amendment is to (1) incorporate the Government's official responses to contractor-submitted questions, as Section J, Attachment 22, (2) add reference documents, specifically the Design Analysis Section J, Attachment 23 and the Geology Study Section J, Attachment 24, as part of the aforementioned Government responses, and (3) revise the bid opening method from a telephonic conference to a virtual meeting conducted via Microsoft Teams. The access details and procedures for the Microsoft Teams meeting are specified in Section L, Paragraph L-6.



Amendment 3:



The purpose of this Amendment is to change the required bid submission date and bid opening date to allow the Government additional time needed for responding to contractor submitted questions. Government responses to contractor questions will be provided in a subsequent amendment.



Amendment 2:



The purpose of this Amendment is to (1) Revise the required bid submission date as reflected in SF1442 Block 13a to 16 December, 2025, at 9:00 AM local time, (2) Update the USTRANSCOM airfare rate listed in Section C, Para 5.2 to reflect the FY26 rate of $3,238 (one-way), (3) Update Section J, Attachment 9, 2025-2026 Ascension Flight Schedule. Government responses to contractor questions will be provided in a subsequent amendment.



Amendment 1:



The purpose of this Amendment is to extend the deadline for offers due from 6 November 2025 to now reflect 8 December 2025. All other terms and conditions remain unchanged.





Construction. Contractor shall provide all labor, equipment, and materials to repair by replacement the existing overhead Feeder 5 with new overhead lines and poles. Project scope includes removal of overhead electrical distribution lines, poles, pole hardware, guy cables/anchors, and electrical equipment. Installation of new overhead open wire and triplex circuit including all poles, pole hardware, guy cables/anchors, and electrical equipment. Terminate and install new primary feeder wires and cable. Install new Load Break Switch, manholes, and underground duct bank near Hogan's Bypass. New underground duct banks and manholes will be installed to allow the new Feeder 5 distribution lines to travel underneath roads without providing a clearance issue for construction vehicles.
