Description

The Naval Sea Systems Command intends to issue an unrestricted solicitation (N00024-26-R-2420), in accordance with Federal Acquisition Regulation (FAR) part 15, for West Coast Fitting Out Availability (FOA) and Post Shakedown Availability (PSA) Execution.



FOA/PSA encompasses all of the manpower, support services, material, non-standard equipment, and associated technical data and documentation required to prepare for and accomplish the LPD 30 and 31 FOAs/PSAs. The work to be performed will include correction of Government-responsible deficiencies, incorporation of approved engineering changes that were not incorporated during the new construction periods, and new work identified between ship delivery and the start of FOA/PSA. The scope also includes Post Delivery and Engineering Support (PD&ES), Total Ship Systems Engineering (TSSE), Configuration Management (CM), and Integrated Logistic Support (ILS). The work will require the contractor to maintain a SECRET facility security clearance.



The Navy’s planned release of the RFP is Q2 FY26. The contract will be awarded to the responsible offeror whose proposal represents the best value to the Government, with price and other factors considered.

This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.
