RFQ SUMMARY:
Larimer County intends to enter into an agreement with a motor fuels Contractor for delivery of
motor fuels to our Road and Bridge Laramie River site near Jelm, Wyoming on an as-needed basis.

1. INTENT
Larimer County intends to enter into an agreement with a motor fuels Contractor for purchase and delivery
of motor fuels to our Road and Bridge Laramie River site near Jelm, Wyoming, on an as-needed basis.
Unleaded fuel purchased by Larimer County is 10% ethanol blend.
Diesel fuel purchased is of two (2) grades:
1. #2 ultra-low sulfur.
2. Winter diesel blend ultra-low sulfur - #2 diesel with an additive package.
Larimer County sites which use diesel fuel will use #2 diesel (summer blend) from approximately April 1st to
October 15th and use winter blend #2 diesel from approximately October 15th to March 31st. Winter diesel
products can either be blended at the pipeline or blended at the Contractor’s facility. Vendors are to specify
where this is blended on the Quote Form.
Bio-diesel products with a maximum of 2% bio-diesel will be considered comparable to straight #2 diesel;
however, Larimer County will not pay a premium for this product.

All products must meet the specifications detailed in this RFQ and all winter diesel products must be
approved by the Larimer County Fleet Services Department prior to use.
The locations and types of fuel received are subject to change, Larimer County will notify the Contractor of
those changes if they happen.
ESTIMATED FUEL NEEDS:
The estimated quantities shown below are for a 12-month period based on historic usage at the Larimer
River Road and Bridge Shop.
Estimate of 12-month fuel usage:
10,000 gallons of unleaded gasoline with 10% ethanol
20,000 gallons of ultra-low sulfur diesel fuel (#2 diesel and winter blend diesel)
All quantities of fuel shown in this RFQ are estimates only and not a guarantee that such quantities will be
purchased, determination of actual quantities purchased will be based upon the current needs of Larimer
County.

2. QUALIFICATIONS
Qualifications, at a minimum, include the following and must be documented explicitly in your quote or your
quote will be rejected:
1. Contractor must deliver motor fuel without subletting to other vendors or using common carriers.
2. Contractor must deliver fuel using their own fuel trucks (tank wagons and transports); Contractors that do
not indicate their own fuels trucks (tank wagons and transports) will be used will have their quotes rejected.
3. Contractor must deliver the quantities required within 48 consecutive clock-hours after being notified of a
service call.
3. SCOPE OF WORK
The County expects the Contractor(s), at a minimum, to provide all the following services:
DELIVERIES AND RESPONSE TIME:
1. Deliveries must be made within 48 consecutive clock-hours after being notified of the quantities needed
(service call).
2. Deliveries must arrive at the specified destination between 8:00 a.m. and 3:30 p.m. Monday through Friday.
3. Special after-hours or weekend deliveries may be required by Larimer County to allow for snow removal and
other special operations to proceed.
4. Failure to respond to these after normal hour deliveries may result in the cancellation of this agreement.
4.1. If there is an additional charge for this service, please note that charge on the Quote Form.
5. The Contractor will be responsible for recording tank readings before and after all fuel deliveries.
6. Larimer County personnel may not always be available at a fuel site when deliveries are made.
7. The Contractor will be responsible for verifying that the fuel to be delivered will fit into the tank.
8. Larimer County will work with the Contractor to provide all information including tank charts at all sites to help
in this requirement.
9. Contractor must leave a delivery document at each location after each delivery.
9.1. This document must note the date, type, and gallons of fuel delivered.

9.2. This document must note the before and after tank reading.
9.3. Appropriate containers will be at each location for the driver to leave delivery documents.
10. No invoices will be paid until all delivery documents are review and verified for each fueling location.
11. Contractor must provide correct coupling equipment to safely deliver fuel to all locations.
12. No tank filling through the vent pipes or circumventing overflow protection equipment will be tolerated.
13. Contractor’s delivery driver must attach vapor recovery hoses wherever possible.
14. The Contractor must furnish Larimer County a written guarantee of good faith to supply fuel to the best of its
ability for the entire length of this agreement.
15. Any potential problems in supplying fuels must be brought to the attention of Larimer County immediately.
16. Larimer County will seek fuel from alternative sources if the Contractor is unable to make a needed delivery.
DISCREPANCIES IN PRICING OR DELIVERY QUANTITIES:
Larimer County reserves the right to request documentation or perform all necessary auditing procedures if
a discrepancy in price or delivery quantities exists. Failure to comply with requests for information in a timely
manner may be cause for suspension of purchases and revocation of the agreement and purchase order.

No product will be considered a “winter diesel” that does not meet the above specifications, including the
CFPP specification shown above.
FUEL QUALITY:
1. Larimer County may, at any time, have fuel analyzed.
2. A sample may be taken directly off the delivery truck or pulled from a fuel tank.
3. The sample will be analyzed by an independent testing agency of Larimer County’s choosing.
4. In the event the fuel tested does not meet specifications, all testing costs, costs associated with removal of
the poor-quality fuel, and replacement with fuel meeting specifications will be paid by the Contractor.
5. In the event of a filling error resulting in fuel being pumped into the wrong tank (i.e. diesel in to the unleaded
tank) it will be the responsibility of the Contractor to drain the affected tank and replace all fuel with the correct
fuel.
6. All fuel delivered to Larimer County must be blended for high altitude and seasonally adjusted.
7. All fuels must be oxygenated fuels as required by the State of Colorado Air Quality Commission.
8. All fuels must meet American Society of Testing Materials (ASTM) specifications for product normally sold in
this area.
9. All fuels must meet or exceed all applicable and current federal, state, and EPA regulations.
PRICING AND ADJUSTMENTS:
1. To establish a pricing system that will be equitable and accommodate constantly changing fuel
prices, information from Cheyenne FastRacks (Contract Net Average rack price) will be used to establish a
daily fuel price.

2. The rack price used will be for Ultra-Low Sulfur #2 diesel clear (ULS#2), Ultra-Low Sulfur #2 clear winter
(ULS2W), and unleaded 10% ethanol gas (U85E10).
3. Other independent pricing services besides Energy FastRacks are available; however, for the purpose of
this RFQ, they will not to be used.
4. The Cheyenne FastRacks price is updated daily.
5. Vendor Mark-Up*, Federal Super Fund surcharge, CO E.R.S surcharge, Federal oil spill fee, and any other
fees are added to the rack price to establish fuel price.
5.1. *Vendor Mark-Up must include all Contractor’s profit, overhead, labor, and freight.
5.2. The Vendor Mark-Up pricing must remain firm for the first year of the agreement.
6. Contractor must notify Larimer County, in writing, of any changes up or down to the Federal Super Fund
surcharge, CO E.R.S surcharge, Federal oil spill fee, and any other fees.
6.1. These changes will be reviewed and approved by Larimer County prior to any changes being reflected
on Contractor’s invoices.
7. Larimer County is a tax-exempt government agency.
7.1. Fuel taxes that government agencies are exempt from must not be billed to Larimer County.
FUEL SPILLS:
1. Contractor must provide the names and telephone numbers of all persons in the Contractor’s organization
that are to be contacted in the event of a fuel spill.
2. Contractor must provide the name and telephone number of who will be responsible for organizing and
overseeing fuel spill cleanup.
3. Contractor must provide the name, address, and telephone numbers of all organizations that will be used to
clean up the fuel spill.
4. Contractor must immediately report, to Larimer County Fleet service personnel, all fuel spills (no matter
what size) that occur during delivery of fuel.
5. Contractor must submit to Larimer County Fleet Service a written fuel spill cleanup plan within 24 hours
after spill.
5.1. This plan must include detailed procedures that will be followed to clean up the spill and a timetable for
completion of site cleanup.
5.2. Larimer County must approve this plan.
5.3. Contractor will be notified of acceptance or rejection of the plan within 24 hours of receipt of the plan.
5.4. If the plan is rejected, Contractor will have 24 hours to submit a revised plan.
5.5. If the revised plan is not accepted, or if Contractor fails to submit a new plan, Larimer County will
commence clean-up procedures utilizing such personnel and procedures as it deems necessary.
6. Contractor is responsible for all costs associated with a fuel spill, including but not limited to laboratory tests,
waste disposal, fines, and monitoring.
7. Upon request, the Contractor will provide to the County copies of any manifests and invoices associated with
a spill.
4. AWARD AND CONTRACT
This solicitation will be awarded to the vendor with the most responsive, responsible, reasonable quotation
meeting all specifications and deemed the best fit and most advantageous to Larimer County. To assist in the
decision for award: interviews may be held, background checks may be performed, references may be
contacted, and other inquiries may be taken to determine the abilities of the vendor.
The term of the agreement will be one (1) year from January 1, 2026. The County, at its sole option, may offer
to extend this Contract for up to four (4) additional one-year terms. The extension option may be exercised
providing satisfactory service is given, and must be mutually agreed upon in writing, by and between the
County and the Award Vendor.
A Larimer County Purchase Order, this Request for Quotation document, and the Award Vendor’s response,
all of which will be incorporated by reference therein, will serve as the Agreement between the Board of County
Commissioners of Larimer County Colorado, and the Award Vendor. Any exceptions or requested additions to
the Purchase Order must be stated and submitted with your Quote; these requests will not be accepted after

the quote has closed. The County makes no guarantee of any changes or concessions but will review and
consider requests submitted.
Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) that
meets, at a minimum, the Insurance Requirements published in the solicitation. This valid COI must be
received by Larimer County within 10 calendar days of the Notice of Award and must include Larimer County
listed as Additional Insured and Certificate Holder. Work may only begin after the COI has been approved by
Risk Management.
5. INSURANCE REQUIREMENTS
BEFORE submitting your company quote, confirm with your insurance carrier that your company can meet the
insurance requirements published in the solicitation. Your company insurance coverages should be correctly
noted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor possess
appropriate insurance at all times during the contract; these coverages are purchased at the company's
expense. The County’s insurance requirements may necessitate a company adding or increasing
coverage/limits, and those changes may impact pricing for the proposed project. These costs must be included
in your pricing at the time of submission and will not be permitted to be added later.
Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued to
Larimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. The
insurance required herein shall be procured and maintained in full force and effect for the duration of the
Contract or Agreement and shall be written for not less than the following amounts, or greater if required by
law. Such certificate shall be delivered to InsuranceCert@larimer.org.

7. Minimum required limits set forth herein may be met by utilizing a combination of excess/umbrella policies in
conjunction with primary insurance policies if necessary.
8. General Liability and Automobile Liability insurance policies shall include Larimer County and its
elected and appointed officials and employees as additional insureds as their interests may appear.
9. The County reserves the right to reject any insurer it deems not financially acceptable by insurance
industry standards. Insurance Companies shall be licensed to do business in the State of Colorado and
shall have an AM Best rating of not less than A- VII.
10. Notice of Cancellation: Each insurance policy required by the insurance provision of this Contract or
Agreement shall provide the required coverage and shall not be suspended, voided, or canceled. Should
any of the required policies be cancelled before the expiration date, notice shall be delivered to Larimer
County, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 or InsuranceCert@larimer.org.
11. Subcontractors:If subcontractors are used by contractor/vendor in the performance of contracted
services, all subcontractors are required to carry insurance coverage consistent with the limits as listed in
