The County of Orange, Social Services Agency (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Child Abuse Medical Services . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.
This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. All questions or requests for interpretations must be received within this solicitation by Friday, July 24, 2026 , before 4:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.
Child Abuse Medical Services offers forensic and medical examinations for children birth through 17 years old as well as for adults who have developmental delays or disabilities and cannot be served adequately by adult programs. Additional services include medical consultation, physician oversight, assessments and diagnoses by a board-certified child abuse pediatrician, court testimony for prosecuted cases, and education and training on the risks and signs of child abuse and neglect for healthcare providers, community providers, mandated reporters and the public.
Child Abuse Medical Services supports the Child Abuse Services Team (CAST), which establishes multi-disciplinary teams to facilitate the sharing of relevant information for the effective delivery of child protective services. CAST collaborates with social services, law enforcement, deputy district attorneys, medical providers and therapists to address child abuse and neglect cases. Medical evaluations conducted within CAST focus on supporting evaluations of child sexual abuse when the child is in a stable medical condition.
