Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The National Institutes of Health (NIH), Office of Purchasing and Contracts, on behalf of the Critical Care Medicine Department (CCMD), intends to award a fixed-price contract on a sole-source basis to Premier Healthcare Solutions, Inc., located at 13024 Ballantyne Corporate Place, Charlotte, North Carolina 28277-2113, for a twelve (12) month base year Healthcare Database License. The period of performance will be from 03/31/2025 to 03/30/2026.
The Critical Care Medicine Department requires the continuation of its current data license and data delivery system, which is used in a variety of research studies. Expanding this work will broaden the scope of research conducted at the NIH Clinical Center. Premier is the only healthcare database of its scale with such extensive geographic coverage. The database will include data from over 100 U.S. hospitals spanning the last six years, covering both inpatient and outpatient encounters, physiological variables, microbiology, susceptibility data, and other data points found in additional databases, such as billing codes for diagnoses and procedures, medication administrations, and lab test results. This database is essential for addressing urgent research questions aimed at improving outcomes for critically ill patients. Ongoing epidemiological studies in critical illness will directly influence patient care. Premier Healthcare Solutions, Inc. is the sole vendor capable of providing the necessary data for the planned research within the CCMD. Several studies are already relying on Premier as the primary data source. To ensure the continuity of research without interruption, it is crucial to maintain the current data license and delivery system.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest by sending their capability statements in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Tasha Lowe, Contract Specialist, lowet2@mail.nih.gov by the due date March 24, 2025 and time marked in this notice.
