Description

This is a notice of intent to award a sole-source contract and is not a request for competitive quotes.



The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) intends to award a sole-source contract in accordance with Federal Acquisition Regulation 13.106-1(b)(1), as it has been deemed only one source is available to meet this specific requirement as only CEPEDA Associates, Inc. authorizes its service technicians to perform maintenance on its equipment. This contract is intended to be awarded to CEPEDA Associates, Inc. for pier-side intrusive material inspection of CO2 Removal Units, Scrubber No. 1, Scrubber No. 2, and CO-H2 removal units, Burner No. 1, and Burner No. 2 onboard a Virginia Class submarine (VACL), with Submarine Maintenance Monitoring and Support Performance Monitoring Team (SMMS PMT) assistance under the on-site direction of PHNSY&IMF. The requirements document in the form of “Performance Work Statement” is attached to this notice.



This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.



The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by 1400 on 17 September 2025 HST.
